How can you avoid common design and construction mistakes?
There is an old adage, “Sometimes you have to slow down in order to speed up”. This rings true when it comes to managing risk e.g. “mistakes” in construction and development. Too many times there is a rush to move a project forward without proper planning. Some examples from my experience are: 1) Neglecting to fully understand the regulatory requirements on a project before putting a pro-forma together. 2) Neglecting to analyze soil conditions before engaging a structural engineer. 3) Purchasing a site without conducting an analysis by a professional.

How can you avoid common design and construction mistakes?
Remember that the design and construction phase only represent a small +/-15% portion of the total cost of ownership. Think bigger than the final inspection. If you are a designer, evaluate the owners capabilities to maintain and operate the sometimes highly technical and complex systems found in modern efficient buildings. If you are a contractor, consider providing maintenance staff training or even startup maintenance in the contract for construction. Include the owner’s facility staff in the commissioning process.

How can you avoid common design and construction mistakes?
Include handover procedures in specifications and special conditions. Have the contractor include an FM consultant to review the plans for maintainability and provide an equipment specific preventive maintenance plan, maintenance staffing plan, and operational cost estimate.

Kitchell teamed with the Owen Group to provide California Department of Transportation (CalTrans) and the Department of General Services (DGS) with a comprehensive maintenance analysis for the 10-year old facility. I was Project Manager for Kitchell as we evaluated existing documentation, business practices and utilization of their IBM Maximo CMMS system. We delivered our simple document management system that puts any historical or current project document just a few clicks away. We also provided CMMS utilization recommendations based on nationally recognized best practices and made significant maintenance system productivity recommendations. We developed training videos and a comprehensive user manual to support proper usage of IBM Maximo. We presented to DGS leadership the importance of Service Level Agreements (SLA) when developing post-report evaluations. Then we produced a comprehensive maintenance staffing and costs analysis report that identifies suggested staffing requirements, business practices, and a Preventive Maintenance (PM) plan. When completed, CalTrans will have industry supported benchmark recommendations and costs for their District 7 Headquarters facility maintenance program. We have also been asked to complete a 12-month post report evaluation of the maintenance practices at the facility.

[04/01/2017 Update: This project utilized a very unique delivery method. Under recent California legislation, this project was procured as a best-value design-bid-build stipulated sum. The first of its kind known in the country. This delivery method provided cost certainty and design control to the owner. The contractors who participated were among the highest preferred. This complex marks the first prison of its type in Chile that follows an operational model provided by KLA. The design process and requirements are very different from the US. This project required outside the box thinking on both the part of KLA, the Ministerio of Justicia (Ministry of Justice), and Ministerio de Obras Publicas (simlar to DGS or GSA). UPDATE: After completing significant design work and submitting our first milestone documents, the people of Chile elected new leadership which in-turn cancelled all public works projects in process.
