The Department of Defense Inspector General (DoD IG) recently issued a report entitled “Evaluation of DoD Financial Responsibility Reviews on Prospective DoD Contractors”. The IG found that “DoD contracting officers did not obtain sufficient documentation to support their positive determination of financial responsibility in accordance with the DFARS” for 80 percent of the contract awards that were reviewed. Defense Federal Acquisition Regulation Supplement (“DFARS”) Subpart 232.072 sets forth the guidance used to assess a contractor’s financial responsibility for DoD contracts. The contracting officer “shall obtain the type and depth of financial and other information that is required to establish a contractor’s financial capability or disclose a contractor’s financial condition.” (DFARS 232.072-2(a)). The contracting officer is required to maintain documentation of the responsibility determination. Given the IG finding, contractors should anticipate providing more financial information during the proposal process. As identified in DFARS 232.072-2(b), documentation can include the balance sheet, income statement, forecasted cash flow for the duration of the contract, and financing agreements. The Pentagon's IT agency is introducing a new program, DOD Olympus, aimed at simplifying cloud solution development for defense organizations. This initiative will provide a comprehensive toolkit enabling agencies to deploy commercial cloud solutions efficiently, addressing common challenges such as network connectivity, security, and server operations that smaller IT teams might find daunting. DOD Olympus, part of the broader Joint Warfighting Cloud Capability contract, offers a service-agnostic platform that can integrate with existing tools like the Vulcan DevSecOps platform, allowing for seamless application deployment and resource management. Update on the #CMMC timeline!  During the April The Cyber AB Town hall, Matthew Travis pointed out that CFR 48, the procurement side of the rule, was returned to the DoD and not accepted for release for public comment. The rule was originally expected out for public comment in March 2024; however since it was returned to the DoD on Apr 8 the timeline is unclear. Matt speculated that it could be a simple clerical error that could be quickly addressed enabling the rule to be released for public comment in May 2024. Public comments for CFR 32, the CMMC Program rule, are being adjudicated by the DoD. CFR 32 is still expected to be released in fall of 2024. This rule establishes the CMMC Program and authorizes assessments to begin. Therefore, it is likely that assessments can begin prior to being mandated in contracts. This will give the DoD additional fuel for including CMMC in more contracts once CFR 48 is finalized since organization will have plenty of time to get ready. Will your organization be ready for an CMMC assessment in time to beat the rush to ensure you can bid on contracts when CFR 48 is finalized?

The 2024 Defense Acquisition Workforce Writing Awards recognize original ideas and innovative approaches to tackling challenges and implementing acquisition flexibilities. The award winners showcased exceptional skill in enabling acquisition and achieving the goals set out in the National Defense Strategy (NDS) and were awarded at the event. “I’ve never seen a defense strategy that had so many phrases that tell you we need to do things differently,” noted DAU President Jim Woolsey. “Organizations don’t change easily,” Woolsey remarked. However, the acquisition community must innovate and adapt to address new challenges arising from the evolving global environment, near-peer competitors and rapid technological advancements. DoD has received “massive wake up calls” with lessons learned from evolving conflicts. These awards highlight the value Congress places on the workforces’ innovative ideas. The Defense Information Systems Agency DoD SRG for Cloud Computing has officially been approved! It looks like they finally made some key updates. It is great to see that they split it out between mission owner and provider. The target audience for this Cloud Service Provider SRG includes: • Commercial and non-DOD federal government CSPs. • DOD programs operating as a CSP. • DOD components and Mission Owners using or considering the use of commercial/non-DOD and DOD cloud computing services. • DOD risk management assessment officials and AOs. The mission owner SRG should be used in conjunction with the provider SRG. I'm interested in everyone's thoughts on the changes. DISA Expands Thunderdome Zero Trust Program Deployment; Brian Hermann, Quoted. ExecutiveGov discusses the Defense Information Systems Agency's (DISA) expansion of the Thunderdome zero trust program. In 2023, the program was deployed to 15 sites and plans are underway to extend it to 60 more sites in 2024.
