Nuclear energy renaissance? Finally, some good news for decarbonizing the energy mix in the US, while helping to strengthen energy security, resilience and safety. Safety? Yes, safety, since nuclear energy is by far the safest source of energy, and especially so if compared to coal, another major source of base power for electricity generation in the US. However, before we get all excited, we must remember that in the nuclear arena, where very positive technical arguments go up against extremely emotional and visceral opposition, delays have aways plagued new capacity construction. Let's take a moment to reflect on past process safety incidents, glean insights from those experiences, and collectively pledge towards creating a safer future. #Saltegrify On June 27, 2016, a series of fires and explosions occurred at the Enterprise Products Pascagoula Gas Plant in Moss Point, Mississippi. The facility released methane, ethane, propane, and other hydrocarbons due to a significant Loss of Containment (LOC), which ignited and caused multiple explosions. The facility closed the location for over six months due to the event. Two workers who were not hurt were working the night shift at the time of the incident. If the incident had occurred during the day, when more employees were working along the process line, the outcomes may have been even worse. Nearby residents also chose to evacuate despite no off-site property damage being reported. The incident occurred due to the failure of a Brazed Aluminum Heat Exchanger (BAHX) caused by thermal fatigue, which resulted in a major LOC. Contributing factors included the lack and failure of the following: - Evaluation of the process of hazards - Specified repair limits for BAHX integrity - Assessment of hazards from equipment modification - Adhesion to the suggested operational parameters and protocols All of these shortcomings combined increased the severity of the event. To prevent future incidents, the U.S. Chemical Safety and Hazard Investigation Board (CSB) recommends the following: 1. To the American Petroleum Institute (API): - Revise ANSI/API Standard 668 (formerly Standard 662, Part 2) to enhance the safe operation, upkeep, and repair of brazed aluminum plate-fin heat exchangers (BAHX), emphasizing thermal fatigue risk reduction. 2. To the GPA Midstream Association: - Update the Technical Bulletin on BAHXs to address thermal fatigue risks, sensor placement, and safe post-repair venting for all configurations. - Create an industry database for BAHX operational data, allowing anonymous inputs for standardized analysis. - Analyze BAHX data from midstream gas plants to correlate with thermal fatigue cracking and develop predictive tools for service life and preemptive replacements. 3. To the Jackson County Local Emergency Planning Committee: - Establish clear communication methods for community notifications and incident updates, ensuring accessibility via county websites and social media for public safety information. Every incident serves as a reminder of the significance of ongoing monitoring and process safety improvement. 3 Days to Pioneer Day: Wonderful Wind Though wind energy is new to Utah’s energy landscape it plays a vital role in diversifying our energy mix.
