The more national governments can demonstrate scale, strategically package their projects, and align them with their INDC's, the more successful they will likely be in tapping financing from entities such as the Green Climate Fund.

    I authored this overview of our work establishing the first commercial water financing facility in the Philippines for the Undersecretary of Finance to present at the OECD Water/Environment Forum in 2011. It details how the program worked from hands-on utility business/financial planning to leading a policy roundtable to working with commercial banks to establish the first utility credit-rating system in SE Asia.
