In response to my client’s objectives, I developed a bill that proposed to create a green energy industry in East Africa as part of a regional renewable energy strategy. To justify my bill to my clients, I wrote a legislative research report, which identified and analyzed the behaviors of various public and private stakeholders, whose actions either contributed to or hampered the development of this industry. My report demonstrated that by drafting a bill with provisions that accounted for these behaviors the creation of a sustainable green energy industry would be more likely.
