A new state legislative bill, which is a vehicle for commercial rent control, will be heard before the CA State Senate Judiciary Committee on Tuesday, April 30. The bill, SB 1103 (Menjivar), will upend commercial tenant-landlord relationships, limit security deposits, and add complex and ambiguous regulations to the business-to-business relationship. SB 1103 will have detrimental consequences not only on commercial landlords but also on small businesses and not-for-profit organizations that the bill is trying to protect.

Distressed commercial ===> Residential is a big win. Especially when the new project is providing hundreds of townhomes. For many reasons, townhomes are the best (current) solution to the Bay Area housing crisis. This is a 7.9-site being converted to 252 market-rate townhomes and 63 affordable apartments. And kudos to the City of Sunnyvale -- they allow for the development of housing in ways that many other cities do not. It is worth noting.... property owners and lenders do not need a large/institutional group to lead this redevelopment process, as is the case here. There are plenty of smaller shops and service providers who can handle effectively.

Cities in California are losing jurisdictions for their housing plans revoked. As California addresses the housing crisis, they are encouraging most cities to rezone areas to allow for more density building to address the state housing crisis. What does this mean? Great article by Multi-Housing News and Tia Boatman Patterson, Esq. on housing the missing middle. I would have loved it to have included the need to incentivize a #mixedincome housing model. Providing the ability for people to see and imitate, in real-time, personal and economic mobility should be considered a critical tool in solving the #housingcrisis, building resilience, and breaking the cycle of poverty. And yes, we need the data. If you believe in any part that one must "see it to be it," then certainly we can agree that if one sees a pathway to housing independence and economic self-reliance, one can also imitate it and share it. #affordablehousing #missingmiddle #mixedincom #housingforall #bethechange #domore

News Alert: L.A. Supervisors Vote 3-2 to Reduce Allowed Increases to 60% of CPI What You Need to Know *On Tuesday, June 4th, the Los Angeles County Board of Supervisors voted 3-2 to reduce allowable rent increases in the unincorporated areas of LA County *Rent Increases will continue as follows: 60% of the Consumer Price Index (CPI) with a 3% maximum cap and no floor *What does this motion mean for owners? It means that once the amendment is finally adopted and starting January 1, 2025, owners will only be able to increase rent by just 60% of CPI as an annual increase whatever the CPI turns out to be (based on an average of the prior 12 months of CPI ending in September 2024) *As an example: if the current CPI is 4%, then you would only be allowed to increase rent by 2.4% (4% x 60% = 2.4%). Also, you would only hit the new maximum of 3% “ceiling” if the CPI was at least 5% (5% x .60 = 3%). *In addition, it means that future increases could be as low as ZERO depending on the CPI because there is no longer any floor *For some small owners with fewer than 10 units (see link below), you would be able to take an additional 1% increase with a maximum of 4% and for some luxury owners you would be able to take an additional 2% increase with a maximum of 5% *The current maximum allowable increase of 4% would remain in place through December 31, 2024. *There is one remaining sliver of hope as this motion will require another vote when the draft amendment is brought back to the Board for final adoption. Institutional owners own 2% of California's single-family housing stock...yet they are vilified as being the reason housing is so unaffordable there. Increased investment increases the quality of existing supply as well as creates new supply, which ultimately helps pricing stabilize. In a world filled with sound bites and clickbait, policymakers need to surround themselves with deep thinkers and true strategists. Solving the housing crisis will take creativity and openmindedness.

Offices Into Housing…Easier Said Than Done   Christopher Thornberg, founding partner and economist wit Beacon Economics, said at a recent presentation fo San Jose State ““How do you make housing more affordable? You build more housing… “You need to start taking down these office buildings and putting up apartments, However, Thornberg said he prefers “adaptive reuse” of existing office buildings rather than projects that bulldoze office structures. Too much demolition could create “dead zones” in urban areas”. In my previous blogs I have mentioned repeatedly that over time office buildings that are physically or economically obsolete will be demolished and replaced with housing. There will be very few that are transitioned into housing due to the constraints most buildings have with central restrooms, air conditioning, too-large floor plates to allow residential conversion with window access, and a host of other issues which makes most office buildings non-conversion candidates. Demolishing means the value of the office building goes down to less-than land value as you have to deal with the cost of demolition and disposing of the rubble. #OfficeConversion;#OfficeBuildings;#Housing; #SIOR

I recently shared some of my thoughts on impact fees in California with KQED. Here at Villa, as we move toward focusing on building more prefab primary homes in infill locations (in addition to our ADU building business), impact fees are an increasingly material consideration in our analysis on whether or not we can make the math work to build attainable housing projects. I’m glad to see there is some focus from policymakers on this topic, but there is still a LOT more we can do on this to unlock being able to build more attainably priced housing. We need to be using “every tool in the toolbox” to unlock more housing production at affordable price points and this is a tool that needs more thought and attention, and I’m glad to see it’s getting more focus now. https://lnkd.in/gqsMuSAV

To say that the Bay Area had a #housing boom is a misnomer. Simply looking at the number of #buildingpermits doesn't properly tell the story. A better way to look at the data is to compare building permits using per capita data. Although San Francisco County only had 2,618 permits, it had the highest number of permits at 3.61 permits per thousand residents when compared to Contra Costa County at 2.12 (2,443) Santa Clara County at 2.23 (4,195), San Mateo County at 2.22 (1,693), and Alameda County at 3.44 (5,586). The picture is far worse when you compare building permits to other technology centers in the US... - King County (Seattle) had a population of 2.27 million and generated 10,600 building permits in 2023 or 4.67 permits per thousand. -Denver County (Denver) had a population of 717 thousand and generated 5,725 building permits in 2023 or 7.98 permits per thousand. -Travis County (Austin) had a population of 1.33 million and generated 22,414 building permits in 2023 or 16.79 permits per thousand https://lnkd.in/gGnyrYCu
