Omni Federal is pleased to announce a recent award to lead the development of SOCOM’s Enterprise Training Marketplace within Digital University. SOCOM recognized a need for a comprehensive, secure, and user-friendly marketplace where SOCOM units can easily explore, select, purchase, and manage approved training from reputable vendors. Speed, convenience, and flexibility are the three core principles of this simplified procurement process. SOCOM requires an Amazon-like platform with automated procurement features that can be easily changed and adapted to meet evolving mission requirements. This single mission-enabled platform will allow users to acquire the necessary training needs of Joint Special Operations Command (JSOC), Theater Special Operations Commands (TSOCs), Special Missions Units (SMUs), and SOCOM service components. We leveraged a deep understanding of SOCOM’s distinct enterprise training requirements to conceptualize a unique SOCOM Training Marketplace design within Digital University. Our initial focus is to create a streamlined user interface and enhance the user experience for effortless navigation through the extensive pool of 100+ SOCOM-specific vendors. To capture SOCOM stakeholder needs, Omni is applying our commercially proven Human-Centered Design process adapted to meet the mission and security needs of DoD agencies. Our scope of work includes integrating an easy-to-use and streamlined procurement process, initially developed, and validated by the Digital University Program Team to expedite the acquisition of training resources. The specific and unique SOCOM Training Marketplace procurement process seamlessly aligns with the well-defined and strategically crafted set of Digital University acquisition stages, enabling integration of the two to meet specific training requirements established by the SOCOM enterprise. I've never liked the "B2G", "B2B", or "B2C" acronyms, especially in the federal contracting market. I'm going to tell you why... It's simple. We are all human. We are not an enterprise or a government body; we are all living, breathing human beings. When we categorize things as "B2(whatever)," we tend to forget that real people with emotions, needs, and desires are at the core of every transaction. Communication, relationship-building, and mutual understanding tend to go out the window and are replaced by #KPIs and sales funnels. Metrics will only take you so far in the federal marketplace, whereas rapport and trust will build a lasting foundation. Why? Because #GovCon is the quintessential human-to-human (H2H) selling process. Candidates applying for civil service jobs with the Department of Defense “have been so soured by the application process in the time it takes to hear back that they’ve completely written off working for the government; they’ve given up. And that makes me sad because these people were once banging down the gates wanting to work for the government, and have been beaten down so badly by the process that they just said it’s not worth it anymore. More military retirement prep stories: Back in 2008/2009, I spent the better part of a year in southern Afghanistan as part of a Provincial Reconstruction Team (PRT). I learned something about myself: I couldn't sleep the night before a mission. I'd analyze every little detail in my head. Was my threat analysis accurate? Did we prep the vehicle? Were my weapons ready? What would we do in XYZ situation? But I was fine on mission day. So how does this relate 15 years ago? I'm in the lead up to skillbridge applications & interviews and I find myself over analyzing every detail. Did I look at the right sites? Did I adjust my resume for the job? Did I reach back out to the PM? Etc, etc. I'll be fine when it's go-time, but man...my brain needs to slow down right now.

Uncertainty I know it is an odd intro to a post but is a topic I have been dwelling on currently as I transition to the civilian sector. In the military we live and operate in VUCA (volatility, uncertainty, complexity and uncertainity). By default humans don't like uncertainity in their lives and in their work. The familiar is preferred. Life is constantly changing around us and as leaders we have to provide direction and vision to not just survive but thrive in the VUCA world. We have to put edges on the problem to solve it. Start taking the problem apart piece by piece especially complex problems. A friend of mines favorite quote is from General Eric Shinseki the former Chief of Staff of the Army. “If you dislike change, you're going to dislike irrelevance even more.” The choice is clear irrelevance or change. I choose to embrace change and work hard to solve the problem.

As I’m transitioning out of the Army, I’ve discovered that things have been moving along pretty decently, mostly because I probably started to look into my next move waaay sooner than most people who are planning to get out of service. However, some skills that I can brush up on: 1.) Understanding how to negotiate salary. ✅ Even before I joined, this is something I’ve never done or been asked. I didn’t have much experience to leverage initially, however over the course of my military service, in addition to my work experience prior to joining, I have quite a bit of experience/value; I’ve also attained more education. I have more than enough to warrant more income. 2.) Accepting that the military is an occupation like no other, and explaining what I actually do on paper is not so simple. ✅ I have several skills, that I’ve translated into several different resumes, and taking the time to really dissect my duties as a Commissioned Officer has taken some time to explain and make sense to a non-military component. Still a work in progress, but improvements have been made. 3.) Lastly, the pros and cons of a future career cannot be compared to the last one (military). ✅ I am taking the time to reset my mental, and let each endeavor be its own experience. I do my best to know compare the military to whatever I’m taking in next. Although it’s easier said than done, I think separating each experience allows me to have a better focus on what’s most important to me at that time. Just a few thoughts 💭

Today the ISR Task Force partnered with WTOP News, the Federal News Network, U.S. Indo-Pacific Command, United States Space Force, and Planet Federal to discuss the critical topic of Broad Area Management and its impact on the safety and security of our nation. In the round table discussion, we touched on the imperative of #teamwork in Integrated Deterrence while also discussing some of the more tangible ways the services are investing in solutions to deliver enhanced situational understanding around the world. The US Army Intelligence enterprise, under the direction of Lieutenant General Tony Hale, is working hard to deliver horizontally integrated capabilities at a pace and scale that matches the tempo of the modern operational environment. To optimize these systems, we’ve been directed to develop strategies for wide-adoption and implementation of Artificial Intelligence capabilities into human-centric workflows. Soon the world currency will be measured in TPUs and GPUs. #Data centricity is a thing, and embracing it is what separates visionary leaders from everyone else. We wrap up this week with a conversation with Congressman Ken Calvert (R-CA) - a partner on Capitol Hill who is “all in” on AI investments.

The Pentagon wants to shift ~$3.3B of budgeted funds to support a handful of new-start projects, including: (1) Air Force's Collaborative Combat Aircraft (CCA) program, which has already seen ~40% cost growth. The Pentagon wants to shift $150M in FY24 funds, which increases the CCA program request to $542M. Unsurprisingly, this request came with a news statement that the Air Force will evaluate the NGAD platform design concept to determine if there are cost reductions or capability trade-offs. (2) Army wants to shift $39M to purchase 8 SM-6 Block1A missiles for its Mid-Range Capability ground launch system. Army and Navy would coordinate procurement on the SM-6 contract, which was awarded to Raytheon. Connecting with people... Is the hardest part of the job. It is frustratingly simple. All recruiting fails in outreach. There are those who can connect And then a million spam messages. Early last year we started talking about how response rates would plummet this year in the GOVCON space. I think we spoke on this at a conference or 2 and discussed it in a white-paper. AI messaging is destroying email and text. The status-quo will keep sending spam recruiter emails and texts and the connectors will figure out a different path. The phone has made a huge comeback, but you have to have a multi-channel approach including rock-steady messaging. In the GOVCON space, we have so much working against us when it comes to connecting with people. Because of this you have to make sure when you get 5 seconds of someones attention, you attack! What I mean by this, is you must have: ↳ Strong personalized messaging ↳ The ability to find/sell value propositions ↳ Ability to understand people's motivations ↳ Ability to get through full process in first call There is a lot on your plate recruiters and hiring managers!
