About

I am a physician board certified in Public Health and Clinical Informatics who has been at the Centers for Disease Control and Prevention since 2005. I am retiring from the USPHS in ~ May 2025 and am considering my next position. I have experience managing large domestic, tribal, and international public health programs; many of which have been self-sustaining. I am familiar with congressional operations from working with Indian Health Service and the Committee on Energy and Commerce in the US House of Representatives.

I have served in a variety of leadership positions including being the Medical Director of CDC's Childhood Lead Poisoning Prevention Program, 12th Director of the CDC Preventive Medicine Residency and Fellowship (PMR/F), and now as the Chief Data Officer for one of CDC's Divisions. As the PMR/F Director I oversaw a $1M budget and supervised 10-15 staff / learners each year. In this role, I led staff to shift 50% of our curriculum to eLearning or public access, quadrupled annual applications, doubled the PMR/F class using a cost-share approach, and tripled the overall class size with cost share and a training-in-place program, all within the existing budget. I have served on the ABPM Exam Committee and currently am on the ACGME Review Committee for Preventive Medicine. As the Chief Data Scientist, I am responsible for supporting CDC as well as STLT programs to make our data more available and leverage resources to improve the health of the population.

During the pandemic, I led CDC's efforts to partner with public, private, and academic leaders to identify, address, and disseminate information about how telehealth can be used to improve population health. I also led the development and implementation of CDC's strategic plan and research agenda for telehealth. I am proud of helping to lead the maintenance, evaluation, and improvement of CDC's COVID-19 Self-checker app. This was the most visited websites in the history of CDC and we were able to complete ~ 21M conversations with the public to guide them to the appropriate care, all with a staff of 4.

I am Board Certified in PH-GPM and Clinical Informatics (one of 3 MDs at CDC), have an MPH in Epidemiology, and am a Lean / Six Sigma Black Belt. I am skilled in policy analysis, program evaluation, program administration, population health improvement, telehealth, and data science / informatics. I am experienced in developing, implementing, and managing global and domestic programs focused on data modernization, data science, environmental health, cancer control, and workforce capacity.

In this role, I establish programs and processes that identify and address gaps in data science. I work directly with the Division Director and Branch Chief's in our 5 branches along with their 276 staff. I also spend considerable time working to support the 1,000+ state, tribal, local, and territorial (STLT) environmental public health agencies.

      My key projects include:
      - Development and implementation of an annual division informatics assessment that informs our strategic plan
      - Lead development of a public-facing econometric calculator to help STLTs estimate the current and 10-year cost burden of asthma in their jurisdictions. This work involves management of a team of staff and contractors to develop data pipelines in a cloud-based containerized environment that will use a MS Power BI platform and Python or R to allow users to select variables to run in a complex econometric model from a public-facing website.
-Lead development and implementation of a project to use satellite imagery and computer vision approaches to automate the identification of onsite wastewater (septic) systems. Initial work is focusing on identification of multi-family systems (aka package systems). If successful, we will then focus on discerning functional from failed systems. Further work will then focus on single-family home systems. This work builds on CDC's prior work to identify water cooling towers in metropolitan areas and serves as one of the most innovative projects currently at CDC.
      - Continued work to evaluate the use and impact of CDC's COVID-19 Self Checker bot/app. This was the most-used app in the US during the pandemic and highlighted the use of technology to leverage the expertise of 4 staff to help ~21M users make informed decisions regarding care.
      - Lead coordination of CDC and HHS's growing work on wildland fire. I coordinate with congressional, federal, state, local, private, and academic partners to identify and address priorities.

As the Director, I oversaw a $1M budget, 4 staff, and approximately 15 learners. In 2016 we undertook a comprehensive program evaluation. The evaluation results led to a complete overhaul of all the program policies (last updated 20-years previously), re-constitution of 3 ACGME-required committees and creation of a Fellowship Advisory Committee, and institution of a continuous quality improvement process. Our team's major accomplishments include: 1) partnering with HRSA to create publicly-available monthly Preventive Medicine Grand Rounds with Continuing Education accreditation for all CDC-sponsored CE specialties, 2) created a set of new pre-orientation and in-training courses available on demand in CDCTRAIN (effectively shifting 25% of the didactic content online), 3) we modernized the website (www.cdc.gov/prevmed) and advertised the program application open period using a comprehensive social media campaign which tripled the number of applications received in 2016, 4) developed 5-year MOAs with 5 major partner organizations, 5) developed and implemented a process to allow public-private partnerships between public health agencies and healthcare organizations in recognition of a more comprehensive population health approach, and 6) further developed and refined our Population Health Training In Place Program (www.cdc.gov/pophealthtraining) to provide high-quality, time-tested training to mid-career physicians, veterinarians, nurses, and PhDs at public, private, and academic institutions.
