The Department of Defense Inspector General (DoD IG) recently issued a report entitled “Evaluation of DoD Financial Responsibility Reviews on Prospective DoD Contractors”. The IG found that “DoD contracting officers did not obtain sufficient documentation to support their positive determination of financial responsibility in accordance with the DFARS” for 80 percent of the contract awards that were reviewed. Defense Federal Acquisition Regulation Supplement (“DFARS”) Subpart 232.072 sets forth the guidance used to assess a contractor’s financial responsibility for DoD contracts. The contracting officer “shall obtain the type and depth of financial and other information that is required to establish a contractor’s financial capability or disclose a contractor’s financial condition.” (DFARS 232.072-2(a)). The contracting officer is required to maintain documentation of the responsibility determination. Given the IG finding, contractors should anticipate providing more financial information during the proposal process. As identified in DFARS 232.072-2(b), documentation can include the balance sheet, income statement, forecasted cash flow for the duration of the contract, and financing agreements. 💡 The United States Department of the Army released a memorandum last Thursday to declare approved #data platforms and allowable low-code and no-code activities to operate in accordance with the approved scope and boundaries. Today the ISR Task Force partnered with WTOP News, the Federal News Network, U.S. Indo-Pacific Command, United States Space Force, and Planet Federal to discuss the critical topic of Broad Area Management and its impact on the safety and security of our nation. In the round table discussion, we touched on the imperative of #teamwork in Integrated Deterrence while also discussing some of the more tangible ways the services are investing in solutions to deliver enhanced situational understanding around the world. The US Army Intelligence enterprise, under the direction of Lieutenant General Tony Hale, is working hard to deliver horizontally integrated capabilities at a pace and scale that matches the tempo of the modern operational environment. To optimize these systems, we’ve been directed to develop strategies for wide-adoption and implementation of Artificial Intelligence capabilities into human-centric workflows. Soon the world currency will be measured in TPUs and GPUs. #Data centricity is a thing, and embracing it is what separates visionary leaders from everyone else. We wrap up this week with a conversation with Congressman Ken Calvert (R-CA) - a partner on Capitol Hill who is “all in” on AI investments.

The Federal Employee Viewpoint Survey (#FEVS) is back! We received notice from the U.S. Office of Personnel Management (OPM) that the survey window for Department of the #Army will open the week of 20 May and close on 5 July. We strongly encourage participation in the 2024 FEVS. The results are used by senior leaders to increase employee engagement across the US Army. The FEVS, administered by OPM, is an annual government-wide survey that measures federal employees' perceptions of critical work-life areas driving employee engagement, satisfaction, and retention across the workforce. The survey results help senior leaders gain valuable insights on the strengths of the civilian workforce, gauge areas for improvement, and identify current challenges. The survey is anonymous; Army and U.S. Department of Defense offices or individuals do not have access to data on how employees responded to the survey. All Army Civilians will be eligible for the 2024 survey except for the following groups: ▶️ Political appointees ▶️ Contractors ▶️ Civilians hired after 30 Nov 2023 The 2024 survey will be a census—meaning that all eligible employees will receive a survey—and OPM will publish results at all organizational levels (units with fewer than 10 respondents are excluded to preserve survey anonymity). Please note that employees must have a valid government email address listed in MyBiz+ in order to receive a survey. Be on the lookout for our launch week message on the 2024 FEVS, which will include FAQs and survey invitation logistics. DISA Expands Thunderdome Zero Trust Program Deployment; Brian Hermann, Quoted. ExecutiveGov discusses the Defense Information Systems Agency's (DISA) expansion of the Thunderdome zero trust program. In 2023, the program was deployed to 15 sites and plans are underway to extend it to 60 more sites in 2024.
