    In a new collaboration, Results for America, the Center for Government Excellence at Johns Hopkins University, Code for America, the Harvard Kennedy School Government Performance Lab and the W. Haywood Burns Institute will help governments work with place-based partnerships and residents to remove barriers to upward mobility and improve life outcomes.

    WASHINGTON, DC – Today, Results for America announced the Opportunity Accelerator (OA), a new collaboration with the Center for Government Excellence at Johns Hopkins University, Code for America, the Harvard Kennedy School Government Performance Lab and the W. Haywood Burns Institute to help governments promote economic mobility, reduce racial disparities in outcomes and improve the wellbeing of their residents.

    The chances that a child born into poverty will move to a middle-class adulthood have been declining for more than 50 years. According to groundbreaking research by Harvard Economist Raj Chetty and Opportunity Insights, the zip code where a person grows up, as well as their race and gender, significantly impacts their upward mobility. This opportunity gap is a national crisis. The Opportunity Accelerator will support governments to help residents meet the life milestones vital to upward mobility by increasing the impact of the over $2 trillion U.S. governments spend each year to open opportunities.

    The Opportunity Accelerator will work with governments to build their capacity to collaborate consistently with place-based partnerships and directly with residents to identify barriers to economic mobility, jointly design programs and solutions that meet the needs of impacted residents and make sure those programs and solutions deliver on outcomes that reduce inequity and increase community wellbeing.

    In 2012, no jurisdiction had launched court ODR—court-annexed, public-facing, digital space—but today dozens of pilots are underway to adapt the technology to civil court systems. Many stakeholders are hopeful about the possibilities to streamline court business processes and remove obstacles to quick resolutions, but some voice concerns about power imbalances and differences in access to courts. This panel will discuss the benefits and challenges associated with launching ODR and the minimum business processes courts should consider when adopting court ODR.

    State and county court systems across the country are experimenting with court online dispute resolution (ODR) tools--which allow parties to attempt to resolve their dispute via the internet without stepping foot into a courthouse. If courts implement ODR appropriately, litigants and the court system could see benefits ranging from improved customer service to reduced costs. However, some practitioners are concerned about the potential downside of applying private sector technology to the judicial system. If not implemented properly or evaluated regularly, ODR could replicate or exacerbate problems with existing court structures and processes.

Those who live far from the courthouse, have limited mobility, and have inflexible work schedules are more likely to receive a negative judgment because they failed to appear in court. This can threaten homes, family stability, livelihood, and access to justice. To meet this challenge, state and county court systems across the country are experimenting with online dispute resolution (ODR) tools--which allow parties to attempt to resolve their dispute via the internet and provides outside personal intervention only where necessary. In 2018, Utah became the first state to build an ODR tool for small claims cases. This new technology will change the way Utah courts do business. The Pew Charitable Trusts and the National Center for State Courts are helping states like Utah pilot and evaluate the impacts of ODR. Leaders from Utah, NCSC, and Pew will discuss the challenges courts face using online courts to modernize the legal system, including technology, skeptics, and maintaining the rule of law.
