The North American Energy Markets Association is posting this RFP on behalf of our member WPPI Energy. WPPI Energy (“WPPI”) has a need for additional resources as a result of expiring power purchase agreements. WPPI invites proposals for long term power supply resources – energy supply with or without capacity. WPPI’s primary interest is for carbon free energy with delivery beginning as early as June 1, 2027 or as late as June 1, 2031 and continuing at least seven years. By 2031, WPPI is seeking 1,250,000 MWh annually. WPPI prefers delivery in MISO Local Resource Zone (LRZ) 2, 4, or the portion of LRZ 1 located within Wisconsin. WPPI will also consider variations to our primary interest, including resources that emit some carbon or are located anywhere within MISO LRZs 1-7 or the MISO PJM External Resource Zone. Responses to this RFP are due by close of business (5:00 p.m. CDT) on Friday, August 2, 2024. About WPPI: WPPI is a municipal joint action agency serving 51 customer-owned electric utilities in Wisconsin, Michigan, and Iowa. WPPI’s peak demand is approximately 1,050 MW and annual energy requirement about 5.2 million MWh. WPPI has a diverse portfolio of power supply resources, including thermal generation owned by WPPI and its members and unit and system power purchased from other parties. An investment grade offtaker matched last week on a 200 MW solar PPA at Houston Hub.    The PPA, which is tied to a development-stage project, is set to start on April 1, 2027 and last 7 years, shorter than the typical offtake agreement for a new build facility.   The value of the solar shape increased dramatically in ERCOT over the last 30 days, according to the RenewaFi Price Tracker. The RenewaFi benchmark for a 5-year solar PPA at Houston with a 2027 start date, for example, increased by 22% since April 8.

Now, Texas is at the forefront of an innovative energy solution: Virtual Power Plants (VPPs). 🔌 Texas Power Demand Set to Break Records Amidst Soaring Temperatures 🔌 As Texas temperatures rise into the 90s, ERCOT forecasts unprecedented energy usage in May. Demand on May 24 is projected to hit 74,346 MW, significantly higher than last Friday's 57,486 MW and surpassing the May 2022 record of 71,645 MW. Although this will still be below August 2023's all-time high of 85,508 MW, it reflects the impact of increased air conditioning use in major cities like Houston and Dallas. Consequently, spot market electricity prices at ERCOT's north hub have surged, with next-day prices spiking from $40 per MWh to $120 per MWh, and reaching $688 per MWh for an hour on Friday (kvue.com, ElectricityPlans). Texas' deregulated power grid, isolated from the national grid, faces unique challenges during demand spikes. Despite population growth and the rise of energy-intensive industries like bitcoin mining, ERCOT is focused on maintaining grid stability and reliability. In response to these challenges, Apex Clean Energy has secured over $150 million in project financing for two major battery energy storage projects in Texas. The financing, co-arranged by First Citizens Bank Energy and Bank United, supports the Great Kiskadee Storage and Angelo Storage projects, each with a 100 MW/200 MWh capacity. These facilities, under construction in Hidalgo and Tom Green counties, are expected to be operational by Q3 2024. Developed by SA Grid Solutions, a joint venture involving Apex, SK Gas, and SK E&S, these projects aim to enhance grid resilience and renewable energy reliability. Ken Young, CEO of Apex Clean Energy, emphasized the importance of battery storage for grid stability, while Mike Lorusso, Managing Director at First Citizens Energy Finance, praised Apex's expertise in clean energy project management. This development aligns with a broader trend in the energy storage sector, as highlighted by Mercom’s Q1 2024 Funding and M&A report, which noted a 65% year-over-year increase in energy storage project funding, totaling $3.3 billion in Q1 2024 compared to $2 billion in the same period last year. Apex Clean Energy's initiatives underscore the growing significance of energy storage in integrating renewable sources into the grid and promoting sustainability. The Electric Reliability Council of Texas (ERCOT) is on pace to set new power generation records in 2024, but that's a double-edged sword. Although the grid operator has seen renewable energy production grow by 7.5% over last year's total through May 27, fossil fuel production increased by about 9% over 2023.
