    The current HCM/ERP system was implemented and configured in such a way that several business processes have not been optimized. The functionality required by the HCM/ERP, is in relative terms, not complex. CNO’s requirements are generally limited to core hire to retire and core accounting processes. The current system is perceived to have been implemented in such a way as to cause unneeded complexity and poor usability. Although CNO believes the current system could be re-implemented to address most of the identified needs, the effort to do so is such that it made sense to step back and perform a full evaluation to determine if an alternative solution made sense for the organization going-forward. CNO, over the last several years, has grown tremendously and employee turnover in certain areas necessitates a reduction in complexity and improved training and documentation to support long-term sustainability. The Needs Assessment that was performed identified several recommendations that addressed process, organizational, risk and technology areas that could likely be improved-upon. Although many of the recommendations are not directly technology related, the implementation of a new HCM/ERP will serve as a platform to implement transformational change across the shared services’ functions at CNO.

    Commerce legal team is responsible for reviewing all documents that will bind the Commerce Division to a contract and, in doing so, serving to mitigate commercial risk and protect the Choctaw Nation. A key factor in any business is the ability to manage this process without significantly hampering business momentum. It is important to improve the contract review process to optimize the legal team resource and provide more meaningful legal advice.
    Improvements
    1. Steps elimination: by updating the redesigning the process and integrating it with the new contracts management system, the team was able to reduce the process by 40%.
    2. Risk management: by implementing the new contract review policy accompanies with the contract checklist and priority form, the team will be able to reduce the risk of contracts being signed without appropriate review by 90%.
    3. Vendor termination: not having a standard process for vendor termination can cause legal concerns for the Choctaw nation. By adopting the new policy, Business Units will be able to evaluate and verify vendors that they are doing business with.
    Impact
    The above improvements contributed to the below impacts, once finalized:
    1. Steps eliminate: by reducing the contract review process by 40, the team was able to reallocate 540 hours/year of attorney hours. This is equivalent to $70,000 in salaries, fringe and benefits.
    2. Risk management: whilst there is no method for us to calculate cost avoidance for risk prevention, it is important to note that this improvement can have major cost avoidance for the Choctaw Nation of Oklahoma. Risk was reduced by 73%.
    3. Vendor termination: by having a unified process to terminate a vendor and effectively communicate with the remainder of the organization, this will result in another major cost avoidance for the Choctaw Nation that could not be calculated at this time.

The team has discovered instances of re-work and long wait times in the current processes, especially in our commerce division. The new HCM system could eliminate all unnecessary steps and re-work.

    Executive Summary

    The HR department is responsible for the on-boarding process for all new hires utilizing success factors as an HR program. Currently, Commerce (gaming & non-gaming), Government (including education), and Health have three separate processes. The team has discovered instances of re-work and long wait times in the current processes, especially in our commerce division. The new HCM system could eliminate all unnecessary steps and re-work.
    Improvements
    1. Steps elimination: because of the thoughtful evaluation of the process and the team challenging each step of the process, we were able to eliminate 85 out of 152 steps (56% reduction).
    2. Saving paper: the team was able to get approval to post the handbook online for the candidates to view before signing. They were also able to eliminate the manual paper archiving step from the process.
    3. Form elimination: the team was able to eliminate 5 individual forms that capture information already collected in previous steps.
    Impact
    The above improvements contributed to the below improvements, once HCM is live:
    1. Reallocation of 138.3 associate hours/week: due to the steps and form elimination, the team will save time to be reallocated to other functions of HR. This will allow the HR team and HR reps to attend orientation and introduce themselves to the new candidates. This is equivalent to $191,300 in salaries, fringe and benefits.
    2. Monetary savings: because of the less utilization of paper and the elimination of archiving, the organization will be saving $20,000/year compounded for the first 5 years, which leads to a yearly savings of $100,000/year by year number 5.
    3. Guest experience: due to steps elimination and streamlining the process, the team was able to save an average of 1.5 hours for the new candidate. This means the new associate will spend 1.5 hours less during the on-boarding process.

  • FluidReview Implementation

    FluidReview application provided us the ability to intake applications online. With the massive expansion of the Choctaw Development Fund program, we were motivated to streamline our operations. Additionally, we were able to track all three avenues of the fund into three separate work-streams. FluidReview implementation saved us 80 Hours/week in paper processing. Plus, it provided us with more accurate data that generated adequate reporting for our stakeholders.

  • Center IC Implementation

    The Center IC implementation project truly changed the game for our Small Business Advising office. We were able to utilize a CRM system that provided us the ability to track the consulting hours and report on actual true data. Additionally, we were able to track the progress of our clients in a structured manner. This has ultimately helped the team streamline the process of how we follow-up, consult, and report on our interactions with our clients.
