The Hudson Tunnel project not only will upgrade a more than 100-year-old passage between New Jersey and New York — ensuring that one of the greatest flows of people and commerce continues for the next 100 years — it will be a massive economic multiplier in the region during construction. A new report by the Regional Plan Association, released Monday, estimated the more than $17 billion project essentially will pay for itself, generating $19.6 billion in economic activity and creating approximately 95,000 jobs during its construction. The job estimate represents an increase of 20,000 jobs over previous estimates. The report utilizes research done on behalf of the Gateway Development Commission (GDC) that found the three early works components of the Hudson Tunnel Project currently underway, which represent roughly $1 billion in awarded contracts, will yield 7,500 jobs and generate $625 million of labor income. The new estimates of the project’s overall impact were obtained by extrapolating this analysis over the $16 billion in total construction spend for the Hudson Tunnel Project.

Governor Kathy Hochul has announced the Environmental Facilities Corporation Board of Directors approved $142 million in financial assistance for water infrastructure improvement projects across New York State. The Board's approval authorizes municipal access to low-cost financing and previously announced grants to get shovels in the ground for critical water and sewer infrastructure projects, including treatment processes to remove emerging contaminants from drinking water. Drinking Water Projects include: • Village of Farmingdale, Nassau County – $3,000,000 WIIA grant for the installation of an Advanced Oxidation Process (AOP) treatment system for the removal of 1,4-dioxane and a Granular Activated Carbon (GAC) treatment system for the removal of PFOA and PFOS. • Village of Garden City, Nassau County – $5,460,000 WIIA grant for the installation of new equipment at the village's Park Plant for the treatment of emerging contaminants in Well Nos. 15 and 16. • Town of Hempstead, Nassau County – Seven WIIA grants totaling $51,180,000 for the installation of new equipment at the Uniondale Water District Well Nos. 5 and 6 for the treatment of emerging contaminants; multiple AOP treatment systems for 1,4-dioxane removal and the installation of multiple GAC treatment systems to remove PFAS, quench residual hydrogen peroxide and remove AOP byproducts; and new equipment at the Roosevelt Well Field for the treatment of emerging contaminants. • Suffolk County Water Authority – Three WIIA grants totaling $4,500,000 for the construction of new AOP systems to remove 1,4-dioxane from groundwater at the Albany Avenue well field located in North Amityville, Town of Babylon, the Montauk Point State Boulevard well field located in Montauk, Town of East Hampton, and South Spur Drive well field located in East Northport, Town of Huntington. • Water Authority of Western Nassau County – Four WIIA grants totaling $31,458,870 for the installation of a new AOP treatment system and a new granular activated carbon filtration system to remove 1,4-dioxane, PFOA and PFOS from Well Nos. 20, 28, 35A and 40. The above funding is in addition to other water quality investments, including the voter-approved $4.2 billion Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022 which is advancing to update aging water infrastructure and protect water quality, strengthen communities' ability to withstand severe storms and flooding, reduce air pollution and lower climate-altering emissions, restore habitats, and preserve outdoor spaces and local farms. The City of #Boston has been awarded nearly $10 million in federal funding to help build a Climate-Ready Workforce. More than 1,000 people will receive job training in construction, wastewater management and more, to combat the growing threat of sea level rise. Gina Raimondo, U.S. Secretary of Commerce, said a 21st-century workforce must be climate literate. "If we're going to ensure that American workers can take advantage of the jobs that we're creating, then we have to be proactive about training folks," Raimondo asserted. "So they have the skills they need to get the jobs that are available." The program is one of nine climate-related job programs nationwide funded by the Inflation Reduction Act and focused on economically-disadvantaged communities, which often face disproportionate impacts from climate change. More than half of #Massachusetts residents live in coastal communities, and state officials are planning for an additional 2.5 feet of water by 2050 if global greenhouse gas emissions are not significantly reduced. Cities and towns will need a pipeline of skilled workers for flood mitigation efforts and infrastructure upgrades. Frank Niepold, program manager, for the NOAA: National Oceanic & Atmospheric Administration, said providing workers with vital wraparound services, like child care and health care, will help ensure they complete their training. "This program is designed to really build that connection between the training and the employment in a much more explicit way," Niepold explained. "While also helping historically underserved people to get access to those good jobs." The funding will be distributed through Boston's Office of Workforce Development to employers, colleges and community groups. Officials said training projects could begin as soon as Aug. 1.
