The Network of Centers (NoC) Secretariat is excited to share a summary report on Costa Rica’s new AI Bill (No. 23.919). This report distills insights and recommendations from experts across seven NoC Centers and colleagues from other collaborating institutions. Here are a few key points: 1. Governance should not only aim to limit the use of AI but also promote and guide its application toward social good. 2. Identifying AI incidents is crucial for providing substance and evidence for regulations that correspond to the specific context of the countries in the region. This helps in understanding the AI infrastructure of these countries, along with their main characteristics and needs. 3. The vision of risk-based regulation should be approached with caution, given the complexity of its implementation. Moving forward, it will be essential to learn from the challenges faced during the implementation of such regulations and document them to the extent possible to increase the evidence base. We would like to thank all colleagues who contributed to the making of this report. Special thanks go to Diputado Oscar Izquierdo and his team for giving the NoC Secretariat the opportunity to reflect on this new AI Bill.

📢 I had the privilege of attending the BDVA - Big Data Value Association Data Week 2024 event in Leuven, Belgium, organized by LEILAC and KU Leuven.
