  • The Fourth Circuit Court of Appeals Library is currently accepting applications for a Technical Services and Acquisitions Librarian in Richmond, Virginia. This position is responsible for acquisitions, serials management, cataloging, collection development, and e-resource management for legal materials procured for the Headquarters library, the five satellite libraries, and all federal judges located throughout the circuit. The successful candidate will be part of a team of librarians located throughout the Fourth Circuit committed to developing innovative resources and services for our users and will have the opportunity to participate in systemwide activities and initiatives.

  • Fourth Circuit 2024 Essay Contest - Upcoming Deadline May 31 Seventy years ago, the Supreme Court held in Brown v. Board of Education, 347 U.S. 483 (1954), that racial segregation in public schools violates the United States Constitution. The Court recognized that public education is "the very foundation of good citizenship," and Brown's impact on education and society has been the subject of much discussion and debate in our nation's history. Has the decision in Brown, viewed through the lens of 2024, achieved its purpose of ensuring equal opportunity in public education? The U.S. Court of Appeals for the Fourth Circuit is seeking submissions for its 2024 essay contest. Students are invited to consider and share their thoughts on the question: "Has the decision in Brown, viewed through the lens of 2024, achieved its purpose of ensuring equal opportunity in public education?" The contest is open to all students currently in grades 6 through 12 from Maryland, North Carolina, South Carolina, Virginia, and West Virginia. Grades 9-12: Essays are limited to 500-1,000 words, and students have the opportunity to win one of three cash prizes: first place, $2,000; second place, $1,500; and third place, $1,000. Grades 6–8: Essays are limited to 250-500 words, and students have the opportunity to win one of three cash prizes: first place, $500; second place, $350; and third place, $200. Deadline: Entry form and essay must be submitted by 11:59 p.m. Eastern Time on Friday, May 31, 2024. Winners will be announced in August, and the winning essays will be presented at the Fourth Circuit's Constitution Day Program in September 2024. IT Security Specialist - Office of the Circuit Executive (Telework Opportunity) The IT Security Specialist will assist courts by assessing the effectiveness of policies, procedures, and technical controls to identify areas of weakness and risk. Working collaboratively with a team, this role will provide recommendations to enhance a court's cybersecurity posture, which may involve developing and implementing new controls, improving existing ones, or addressing gaps and vulnerabilities. This role will help develop continuous improvement plans based on assessment findings to enhance the cybersecurity posture of the courts. This is a new position that presents a unique opportunity for the successful candidate to expand the services of our office and serve as a resource for multiple court units within the Circuit.

The primary responsibilities of the job include: (a) planning for and implementing highly complex information technology projects; (b) troubleshooting complex hardware and software problems; and (c) recommending, planning, and installing new systems, products, and applications.   • On March 19, 2024, the Senate confirmed the nomination of Nicole G. Berner of Maryland to a seat on the U.S. Court of Appeals for the Fourth Circuit. Berner's confirmation fills a vacancy created by the assumption of senior status by the Honorable Diana Gribbon Motz. Prior to her judicial service, Berner was in private practice from 1999-2004, served as a staff attorney for Planned Parenthood Federation of America from 2004-2006, and practiced as Associate General Counsel and Deputy General Counsel for the Service Employees International Union (SEIU) from 2006-2017. In 2017, she became General Counsel of SEIU and a partner at the law firm of James & Hoffman, P.C. on full time retainer to SEIU until 2024. Berner also served on the board of directors of Jobs for Justice from 2019-2024, the National Partnership for Women and Families from 2017-2024, and the American Constitution Society for Law and Policy from 2017-2020. Berner earned her B.A. from the University of California, Berkeley, her M.P.P. from the Goldman School of Public Policy at the University of California, Berkeley, and her J.D., Order of the Coif, from the University of California, Berkeley, School of Law. She served as a law clerk for the Honorable Thelton E. Henderson on the U.S. District Court for the Northern District of California from 1997-1998 and for the Honorable Betty B. Fletcher on the U.S. Court of Appeals for the Ninth Circuit from 1996-1997. The Fourth Circuit hears appeals from the nine federal district courts in Maryland, Virginia, West Virginia, North Carolina, and South Carolina and from federal administrative agencies.

  • On March 27, 2024, the University of Virginia announced the Honorable Roger L. Gregory as the 2024 recipient of the Thomas Jefferson Foundation Medal in Law. “The award is the highest honor the foundation and the University bestow upon individuals whose lives and work make a lasting impact in fields in which Jefferson, the University’s founder, excelled,” per UVA Today. “I am delighted to honor this year’s Thomas Jefferson Foundation Medal recipients, who each exemplify the spirit of innovation and commitment to lifelong learning that marked Jefferson’s life,” UVA President Jim Ryan said. Judge Gregory is scheduled to speak about his life and career on April 11 at the School of Law’s Caplin Pavilion, and the medal will be presented on April 12.
