While there are certain programs that address economic inequality, mitigating the root causes of ALICE require strategies that take more than income into account. The number of adults foregoing their healthcare due to high costs decreased by 4.75 million between 2019 and 2022. Researchers from the Urban Institute and Robert Woods Johnson Foundation analyzed data from the National Health Interview Survey during this period to assess cost-related barriers to care before, during and after the pandemic and its related policies protecting insurance coverage. According to the findings, federal and state policy changes enacted during the public health emergency led to significant improvements in both health insurance coverage and healthcare access. Two decades after the National Academy of Medicine released its landmark “Unequal Treatment” report, new research revealed the U.S. has not made enough progress in closing health disparities and major inequities are still inherent within the healthcare system. While BCBSSC had existing pop health and care management programs, they identified an opportunity for a more data-driven approach. April Richardson, VP of Clinical Services at BCBSSC, described how they developed a 7-level care management system, ranging from prevention to acute care. While this care continuum was clinically robust, the ways that people interact with and navigate the healthcare system are influenced by so much more than their diagnosis.
