🚨New RUSI report, ‘Shopping for Mass Destruction: North Korea’s Illicit Procurement Networks’ by Dr Daniel Salisbury is out now! Despite successes in its nuclear and missile programmes over the past few years, North Korea still relies on external sources of technology to supply its weapons programmes. Procurement networks with tentacles all around the world have been used to obtain technology. These networks are largely in China and Russia, where North Korean operatives have been able to operate with minimal problem, establishing supply chains. While states continue to seek ways to counter North Korea’s procurement, Russia’s flagrant violation of the UN arms embargo, as well as China dragging its feet over sanctions, has put the UN sanctions regime on life support. China and Russia, both with extensive strategic industries, have been significant targets for North Korea’s technology procurement efforts. Moreover, North Korea’s renewed relationship with Russia is perhaps the most important factor that will shape the future of the country’s procurement networks. Considering this, an up-to-date examination of North Korea’s WMD-related procurement efforts is a timely and important aid to sanctions implementation.
