Vision: To advance nations through good leadership, public service, governance, and spirituality. To advance nations through high quality public services and strong systems and institutions. Mission: To form an international political organization and movement dedicated to advancing nations through good leadership, public service, governance, and spirituality. To build a worldwide public service alliance and service provider by creating public service entities in Africa, Asia, Europe, the Middle East, North America, Oceania, and South America comprised of partnerships from individuals, organizations, businesses, universities, government departments, and religious institutions. Join us as leaders, public servants, public service partners, public service allies, public service ambassadors, alliance board directors, government partners, religious counsel, organization partners, business partners, university partners, donors, or investors as we work towards advancing nations through good leadership, public service, and governance.

We gathered today for a budget workshop. It was a productive workshop covering the integrated budget, 24-month budget, 4-month budget, sample budgets, accounting, and intern hiring. It was also a time for the Board Team to bond and get to know each other better. Special thanks to Daniel Cozad for creating the integrated budget. Special thanks to Anand Narayan for keeping us up to date on accounting. Special thanks to Honorable Guy Roberts for the programming leads.     Executive Management and Non- Executive Board Experience in Water and Natural Resources fields

    One of the goals of my phased retirement plan when I left public service was to find ways to use the experience and skills that I acquired in my career to serve the public in other ways. While it took a little while to find or be found, I am thrilled to share my appointment to the board of directors of the Public Service Global Alliance. This is a very exciting startup startup organization providing leadership, public service, and governance support here in the US and around the globe. I still have the energy and passion to help make the world a better place. 

    Welcoming Daniel Cozad to the Public Service Global Alliance Inc as a Board Director. Daniel has over thirty years of experience in public policy, governance, and public service primarily in California. Daniel was the appointed General Manager of the San Bernardino Valley Water Conservation District, recharging local and imported water into the Bunker Hill Groundwater Basin. In this role, he was the founding Executive Director of the San Bernardino Valley Conservation Trust, a nonprofit land trust preserving and managing habitat in perpetuity. Daniel served as a watermaster in the Big Bear Lake adjudication, a Board director on the Upper Santa Ana River Infrastructure Finance Authority, and the District’s representative on the San Bernardino Basin Groundwater Council; the regional governance unit that he developed with wholesale and retail water suppliers in the basin. Daniel was also instrumental in the passage of the Wash Plan Land Exchange by Congress, completing the first Federal Habitat Conservation Plan in San Bernardino County for the Santa Ana Wash Area and the first Safe Harbor Agreement in Southern California for the Plunge Creek Conservation Project. Daniel strengths include facilitation, regional policy, and program funding and management based on ten years in regional government, Santa Ana Watershed Project Authority working with governments and businesses to achieve regional goals. Daniel had a formative role in the Integrated Regional Water Management Project funded by numerous California Water Bond Acts. He has developed innovative teams, rejuvenated organizations, and designed sound policies to accomplish governance, performance, and financial goals. Daniel is currently the president of Integrated Planning and Management Inc, a consulting and contracting organization providing planning and management services for water and natural resources programs and projects. With IPM, he works for public, private and nonprofit sector clients providing executive and program development and management, strategic and implementation planning for Boards and developing organizations improving governance, policy, business practice and staff development. Through IPM he is the executive director of the Central Valley Salinity Coalition, facilitating and directing the CV-SALTS program for Central Valley Salt and Nitrate regulations. This program is funded by over 3500 permitees covering all aspects of water, agriculture, business and communities in the Central Valley. Daniel served as chair of the California State University San Bernardino Water Resources Institute Advisory Board. He was the president of the Los Angeles Chapter of the Project Management Institute and the International Chapter President. In 2022, he was the Association of California Water Agencies Excellence in Water Leadership Award for lifetime achievement. He is currently a non-executive director on the board of Habitat for Humanity San Bernardino and elected treasurer in 2023.

  • Highly privileged to welcome Rodney Hill as a Board Director of the Public Service Global Alliance Inc Rodney Hill is an attorney and a police consultant/expert witness in the area of police practices and accountability, discipline, use-of-force investigations, and internal investigations, and he is a Certified Litigation Specialist in the area of Police Discipline and Accountability. He has over 40-years of combined experience in the Criminal Justice profession as both a police commander and criminal prosecutor. Formerly he is the Chief Legal Counsel for the Baltimore County Department of Police. Rodney Hill also served as the Chief of Internal Affairs Division for the Baltimore City Police Department (BPD); a position he held for 5-years (the longest in BPD history). In that role he helped lead several in-custody death investigations, to include the Freddie Gray investigation. Additionally, he received a Commendation of Recognition from the Director of the FBI for his cooperation and assistance in the BPD Gun Trace Task Force police corruption investigation – which led to the arrest and conviction of several BPD detectives and officers.    Rodney Hill started as a Police Officer with the Montgomery County Police Department in 1985, where he rose to the rank of Lieutenant. He held various assignments, to include Detective in the Child Physical & Sex Abuse Unit, Plainclothes Surveillance Officer, the Deputy Commander of the Special Events Response Team, the Director of the Legal & Labor Relations Division, and he participated in the DC Sniper investigation (he retired after 20-years of service).    Rodney Hill served as a Criminal Prosecutor for 5-years with the Baltimore County State’s Attorney’s Office, where he specialized in prosecuting Domestic Violence Assault and Homicides, and Human Trafficking cases. He served as a member of the Maryland Human Trafficking Task Force, and was awarded a Certificate of Recognition from the Maryland U.S. Attorney (Rod Rosenstein) for his outstanding contributions to the Task Force. He has worked as a Chief Solicitor in Baltimore City, where he prosecuted police officers before administrative hearing boards, he worked briefly as an Associate General Counsel at Morgan State University, where he advised the campus police on policy and procedure. He is a Certified Police Instructor, an Adjunct Professor at Stevenson University, and an experienced guest lecturer. He is the recipient of numerous training certifications, awards, and commendations. On behalf of the Public Service Global Alliance Inc, we are so thrilled to welcome Rodney, and thank him for his lifetime of service.
