This comprehensive framework outlines four key policy pillars: 1️⃣ Equity and Workforce: Fostering community empowerment, inclusive workforce development, and clear metrics/goals. 2️⃣ Cap-and-Invest: Implementing clean heat standards, carbon reduction obligations, and funding mechanisms like cap-and-invest programs. 3️⃣ Codes and Standards: Establishing building energy codes, appliance efficiency standards, and equipment emission regulations. 4️⃣ Climate-forward Efficiency: Promoting clean heat and decarbonization programs, long-term planning, and utility regulation aligned with climate goals. Northeast Energy Efficiency Partnerships (NEEP), founded in 1996, is a regional nonprofit that works to accelerate energy efficiency, electrification, and grid flexibility in the building sector as a core strategy to reduce climate pollution and build an affordable, sustainable, and resilient energy future. NEEP works across the 12 states and the District of Columbia that comprise the Northeast and Mid-Atlantic region. Vision: We envision the region’s homes, buildings, and communities transformed into efficient, affordable, low-carbon, and resilient places to live, work, and play. Mission: NEEP drives regional collaboration so that the Northeast and Mid-Atlantic can equitably and affordably reduce building sector greenhouse gas emissions through energy efficiency, electrification, and grid integration. Goal: Assist the Northeast and Mid-Atlantic states to equitably and affordably reduce building-sector greenhouse gas emissions in alignment with their goals. Approach: Drive market transformation regionally by fostering collaboration and innovation, developing research and tools, and disseminating knowledge. NEEP focuses on the components key to rapid, equitable decarbonization of the regional buildings sector – strong policies and regulations to address building emissions, market transformation for electric space and water heating, community-led solutions, a diverse and experienced workforce, and replicable program and business models for low-carbon retrofits. NEEP supports collaboration among government, industry, community groups, academia, and advocates to drive long-term regional change. Strategic collaboration allows NEEP to engage leaders and first-movers across the region to innovate, develop the right tools, scale up public policy and market solutions, and access the knowledge needed to reduce building sector energy consumption and emissions while transitioning to a robust, equitable clean energy economy.

The Northeast region has consistently pioneered clean energy solutions, making it well-positioned to spearhead the transition to heat pump technology in residential HVAC markets. Recognizing this potential, the U.S. Department of Energy (DOE) and Pacific Northwest National Laboratory (PNNL) have identified the Northeast as a key driver for this transformation. To facilitate this effort, DOE and PNNL have partnered with NEEP, providing significant funding to develop a comprehensive suite of resources that will inform the pathway forward. These resources will empower stakeholders with the knowledge and tools necessary to accelerate the adoption of heat pumps across the residential sector. NEEP is proud to be part of the Community Geothermal Project in Connecticut. In partnership with the CT Department of Energy and Environmental Protection (CT DEEP) and a broad coalition, we're supporting the Ulbrich Heights initiative to design a district geothermal system for a 132-unit affordable housing community in Wallingford. Our role involves collaborating with CT DEEP to develop a comprehensive community engagement plan and conduct a geothermal workforce needs assessment, ensuring the project's success and long-term sustainability. This innovative project aims to serve 50% of the housing units with clean, renewable geothermal energy, showcasing a replicable model for decarbonizing affordable housing while fostering workforce development and community empowerment.
