Since its earliest days as televised courses, remote learning via telecommunications has faced obstacles, high among them a sense that somehow what is now ubiquitous online learning needs to be corralled. For a decade, the State Authorization Reciprocity Agreement (SARA) has provided a way to overcome artificial barriers while protecting learner interests and accelerating access.
