The National Protective Security Authority (NPSA) is part of MI5 and is the National Technical Authority for physical and personnel protective security. By making the UK more resilient to national security threats, we help to make the UK safe. We help organisations understand the range of threats they and the UK face, for example from terrorism, espionage, and state actors. Based on our world-leading research and development programme and the latest intelligence, we provide advice and guidance on what organisations can do to minimise their risk through how they operate day to day. In March 2023, NPSA absorbed the responsibilities of the Centre for the Protection of National Infrastructure (CPNI), but with a broader remit, reflecting the fact that the threats the UK faces today extend far beyond critical national infrastructure. Crowded venues can be targeted by terrorists. In the event of an attack, crowds present additional risks, adding to the complexities for those taking command and control of the incident response. NPSA’s Security Control Room Operators course now contains immersive exercises within a stadium environment, allowing operators to practise their responses while considering crowds. The exercises have been created within specialist modelling software meaning the operators’ responses will affect the outcome of the incidents, enhancing their understanding of the impact of the decisions and actions taken. Crowds can become targets of terrorist attacks, especially during events at popular venues, with the entry and exit points particularly vulnerable. Keeping people safe during the ingress and egress phase of a venue’s operation, recognising vulnerabilities in these situations, and striving to reduce them, is a fundamental part of protective security planning. NPSA’s has produced new guidance that helps to highlight the main security concerns and provides various strategies to reduce the risks. Security Control Room operators must act fast to save lives. Research has identified that most deaths and injuries occur within the first few minutes of a terrorist incident. The research has also shown that the performance of the SCR can be improved by following the guidance developed by NPSA. NPSA has designed the SCR Operators course to enhance the operators’ knowledge and readiness to deal with a terrorist incident. The course provides an impactful learning experience and the practical skills required to effectively respond to a terrorist incident. Last week we were pleased to share our Trusted Research Evaluation Framework at a roundtable with 24 of the UK’s leading universities. Hosted by the Deputy Prime Minister and the Secretary of State for Science and Technology this event announced the wider launch of the Framework as part of our broader campaign to support universities to make appropriate decisions on international research collaborations.
