Yesterday afternoon, the House Committee on Appropriations completed their DHS funding bill for FY25. Next step: Consideration on the House floor by the full chamber. NEMA truly appreciates the leadership of those in Congress who champion emergency management. We are eager to continue working with them as we advocate for the policies needed to improve the nation’s ability to prepare for, respond to, and recover from disasters. See below for some thoughts from NEMA: ➡️ NEMA is very pleased to see that the bill recommends restoring $331 million in cuts made to key grants in FY24. This includes vital programs like the Emergency Management Performance Grants (EMPG), State Homeland Security Grant Program (SHSP), and more! ➡️ The DHS appropriations bill also recommends funding the Disaster Relief Fund (DRF) at $22.741 billion, above the President’s request. It’s important to note that this is for the next fiscal year—the DRF is unfortunately still expected to run out of funds this year by August unless Congress acts fast! ➡️ The committee’s report encourages FEMA to continue working with state EM agencies to ensure adequate planning/investments to reduce the loss of life and damage to property caused by disasters. NEMA looks forward to being an active and vocal partner in these efforts. ➡️ Additionally, the report encourages FEMA to continue to engage with the states and other stakeholders to develop and support environment-based flood mitigation measures and to use mitigation grant funds for natural infrastructure projects. ➡️ For CISA, the bill recommends $860.9 million for the operation/improvement of cybersecurity technology and services for SLTT and federal agency networks and critical infrastructure partners. This is vital funding, as nation-state cyber threats continue to grow in severity.

The Modernizing Wildfire Safety and Prevention Act of 2024 codifies many of the 148 recommendations from the Wildland Fire Mitigation and Management Commission’s final report and will bring about much needed improvements in the response to wildfires nationwide.
