I-66 Express Mobility Partners is a consortium of leading global infrastructure companies Cintra, Meridiam, and APG. Under a 50-year agreement with the Virginia Department of Transportation, I-66 EMP is contracted to design, build, finance, operate, and maintain the $3.7 billion, 22.5-mile multi-modal Transform 66 Outside the Beltway mega-project known as the 66 Express Lanes, which achieved service commencement ahead of schedule. The 66 Express Lanes represent one of the largest public-private partnership (P3) infrastructure projects in the United States this century. Featuring two express lanes next to three general purpose lanes, plus redesigned interchanges, more than 18 miles of shared-use trail, and over 4,000 park-and-ride spaces, I-66 EMP is committed to providing commuters, carpoolers, transit, and commercial vehicles with consistent, predictable travel times along the I-66 corridor any time, every day.
