    Harris is thrilled to welcome new Senior Construction Manager Steve Lindsay to the Program + Construction Management team! Steve has over 31 years of experience with the City of San Diego, where he held several construction management and engineering positions. Steve performed many specialized duties over the years, including writing code updates for the City’s Land Development Manual, developing the City’s first Job Order Contract, speaking at Planning Commission and City Council meetings as to the adequacy of various development projects, and training engineering staff on the fundamentals and practical aspects of project management. In his free time, Steve enjoys playing golf, fine dining, and boating around the San Diego Bay. As someone who enjoys being part of a team no matter the role, Steve is looking forward to assisting in building and strengthening Harris' client base.     On June 20th, current and former staff of the Santa Cruz County Regional Transportation Commission came together for the official groundbreaking of the North Coast Rail Trail! This project is Segment 5 of the larger Monterey Bay Sanctuary Scenic Trail Master Plan and will add 7.5 miles of multi-use trails to the existing rail corridor along the coastline. Getting the project designed, evaluated, and funded was a huge community effort. Harris is proud to be part of the team who prepared the environmental impact report for this complex and regionally important project, which is providing new opportunities for bicyclists and pedestrians to enjoy the Santa Cruz coastline.     Harris is marking our 50th anniversary this summer and we are celebrating by giving back to our local communities! On Saturday, members of the Harris team came together to assist the County of Monterey in a cleanup of Toro Park in Salinas, CA. Following the July 4th festivities in the park, a remarkable six waste bins were filled with trash thanks to volunteers' help. Harris takes pride in keeping our communities clean so that residents and visitors alike can continue to enjoy shared spaces! We are proud to offer engineering design services that provide innovative solutions, ensuring infrastructure enhances the quality of life for all residents. The City of West Hollywood's Sunset Strip Beautification Project, a testament to Harris’ commitment to enhancing urban environments. Our team's design services transformed a central arterial boulevard, making it safer and more accessible for pedestrians. The sustainable design elements promote biodiversity and improve air quality, while the aesthetic and functional improvements have boosted community engagement. This project, awarded the American Society of Civil Engineers Project of the Year award, has helped West Hollywood become the “Most Walkable City in CA,” showcasing our team's impact on the community's quality of life and urban mobility. Harris provided engineering consulting services for the Save Our Streets Los Angeles \(SOSLA\) Cost Estimates project. This study aimed to develop a program to rehabilitate and reconstruct over 35% of the largest municipal street system in the nation. Harris produced reliable planning tools for the City’s use in budgeting, bonding, scheduling, and building back more than 6,500 centerline miles of roadways. Our partnership with the Los Angeles Bureau of Street Services and City of Los Angeles Bureau of Engineering allowed for increased transparency and accurate funding allocation, allowing the City to develop a plan addressing both immediate repair needs and future maintenance. Following the 2016 Soberanes Fire and subsequent heavy rains, Harris partnered with County of Monterey on an emergency road rehabilitation and new culvert to restore access for residents cut off by washed-out roads. Our team provided tremendous value by involving our in-house environmental specialists and construction managers in discussions around feasibility and impact solutions. While addressing urgent needs, Harris focused on creating a long-term solution that accommodates future sediment flows, enhances environmental conditions, and ensures reliable access for residents. Collaboration was key to the success of this APWA Monterey Bay Chapter award-winning project, with many active stakeholders. Here are a few: Harris is proud of our long-standing relationship with The City of San Diego, partnering on crucial infrastructure improvements and aligning with the City's priorities to safeguard its vital water supply. An important example of this is the La Jolla Country Club Pump Station and Reservoir Replacement, where Harris provided engineering and construction management services to replace the 1927 infrastructure, providing added capacity to support the City’s growth. As the City continues to invest in its water infrastructure, we are excited about our continued partnership on essential projects such as Stormwater Pump Station D (second largest pump station in San Diego) and as-needed stormwater design services, funded through the Water Infrastructure Finance and Innovation Act (WIFIA). These projects underscore our dedication to the City’s vision of creating and sustaining resilient communities, providing clean water and beaches for future generations. Harris’ 20+ year relationship with the City of San Mateo has been pivotal in enhancing the community’s infrastructure. Our design of the El Cerrito Relief Line addressed critical capacity needs by providing a safer and cleaner method for transporting wet weather sewage flows to the regional treatment plant. By proposing an innovative alternative alignment, we minimized the impact on local businesses, avoided traffic and soil contamination risks, and protected San Mateo Creek. Harris ensured timely project delivery, securing necessary permits to protect local flora and fauna, ultimately benefiting the community. Founded in Concord in 1974, Harris takes immense pride in enhancing our hometown’s infrastructure. Our work on the Downtown Sewer and Streetscape Improvements Project addressed critical sewer repairs and improved the downtown streetscape. Harris’ use of innovative trenchless pipe bursting technology saved the City of Concord over $1M in construction costs, showcasing our commitment to providing our clients with quality and efficient services. By reducing Fats, Oils, & Grease (FOG) in the sewer system, we ensured a cleaner, safer environment for residents. This project not only increased the efficiency of the sewer infrastructure but also boosted downtown’s walkability and accessibility. Thank you to Frank S.     Harris & Associates is celebrating 50 years of building equitable, resilient, and sustainable communities! We are proud to offer environmental, housing, and municipal finance consulting services that strengthen our growing communities. Here are a few projects: Harris' Environmental Planning + Compliance group, established in 2015, marked a significant expansion of our services. The first major project we won was developing an Environmental Impact Report (EIR) for the City of Santee's Fanita Ranch development. This visionary project aimed to create a new community centered around communal spaces, outdoor activities, and cooperative farming. By promoting sustainability and fostering strong connections, this initiative has made a lasting positive impact on the City. The EIR was recognized with the 2021 Outstanding Environmental Analysis Award from the Association of Environmental Professionals (AEP), highlighting Harris’ commitment to thorough and comprehensive environmental planning. Harris prepared the City of Irvine's certified 2021-2029 Housing Element (involving 60,000 planned housing units), addressing critical housing needs within the community. 2016 marked Harris's first housing element project, a significant milestone in Harris’ entry into the affordable housing and planning space. Irvine became the 14th jurisdiction in the Southern California Association of Governments region to receive Housing Element certification, a testament to Harris’ commitment to serving as the City’s trusted advisor in providing a variety of services to support their growth and evolving needs. Harris has provided the Mountain House Community Services District with staff augmentation services for over 20 years. Our efforts have helped the District update its Community Facilities Fee and Transportation Improvement Fee, enabling the funding of new parks, public buildings, roads, and other essential public facilities. These improvements have significantly enhanced the quality of life for residents, reinforcing our shared vision of creating a vibrant and sustainable community. It has been an honor to partner with the District in building this community from the ground up, culminating in its incorporation as a City this summer.     Harris & Associates is celebrating 50 years of building equitable, resilient, and sustainable communities! We have worked on some the nation’s most ambitious Transportation projects—improving mobility, enhancing safety, and driving economic growth throughout our communities. Harris played a key role in the SR-22 Design Build (Garden Grove Freeway) project—a massive $500M improvement—which helped to alleviate traffic congestion in a key area of Orange County. Harris provided the Orange County Transportation Authority with full project and construction management services for Orange County’s first-ever design-build contract on the public right-of-way. Our efforts culminated in the project receiving the 2007 Project of the Year Award from ASCE Region 9. We continue to partner with OCTA on some of their most complex and high-profile projects, including the recent I-405 Improvement project, which is the largest public works project ever constructed in Orange County bringing much needed traffic relief along one of the nation’s busiest highways. Harris worked with the Los Angeles Metro on the Crenshaw/LAX Transit Corridor project, which provides additional public transportation options to congested roadways providing environmental benefits, economic development, and employment opportunities throughout LA County. Harris provided oversight Quality Assurance inspection, Office Engineering, and Resident Engineering services for this $2.45B design-build project. We look forward to partnering with LA Metro on future projects as they continue to transform mobility throughout LA County. Harris is currently working on the California High-Speed Rail Authority’s Construction Package 1 (CP-1), which will help deliver the first ever High-Speed Rail (HSR) system in the US. Once completed, the system will connect Northern & Southern California. Spanning over 32 miles from Madera to Fresno, we’re providing construction management services for the $3.4B CP-1, which encompasses the construction of 42 bridges, including the Fresno River Viaduct. As trusted partners with the Authority, this will be one of our biggest and most historic projects that will provide benefits for communities all over the state.
