Harris' Environmental Planning + Compliance group, established in 2015, marked a significant expansion of our services. The first major project we won was developing an Environmental Impact Report (EIR) for the City of Santee's Fanita Ranch development. This visionary project aimed to create a new community centered around communal spaces, outdoor activities, and cooperative farming. By promoting sustainability and fostering strong connections, this initiative has made a lasting positive impact on the City. The EIR was recognized with the 2021 Outstanding Environmental Analysis Award from the Association of Environmental Professionals (AEP), highlighting Harris’ commitment to thorough and comprehensive environmental planning.
Harris prepared the City of Irvine's certified 2021-2029 Housing Element (involving 60,000 planned housing units), addressing critical housing needs within the community. 2016 marked Harris's first housing element project, a significant milestone in Harris’ entry into the affordable housing and planning space. Irvine became the 14th jurisdiction in the Southern California Association of Governments region to receive Housing Element certification, a testament to Harris’ commitment to serving as the City’s trusted advisor in providing a variety of services to support their growth and evolving needs.
Harris has provided the Mountain House Community Services District with staff augmentation services for over 20 years. Our efforts have helped the District update its Community Facilities Fee and Transportation Improvement Fee, enabling the funding of new parks, public buildings, roads, and other essential public facilities. These improvements have significantly enhanced the quality of life for residents, reinforcing our shared vision of creating a vibrant and sustainable community. It has been an honor to partner with the District in building this community from the ground up, culminating in its incorporation as a City this summer.
