America's most urgent infrastructure project: Preserving and expanding the busiest section of the Northeast Corridor.
About us
The Gateway Program is the most urgent infrastructure program in the country – a comprehensive rail investment program that will improve commuter and intercity services, add needed resiliency and create new capacity for the busiest section of the Northeast Corridor (NEC). The NEC is the most heavily used passenger rail line in the country hosting more than 2,200 train movements and 800,000 passenger trips daily. The Gateway Development Commission (GDC) is a single-purpose bi-State agency with Board members representing Amtrak and the States of New York and New Jersey. GDC is the project sponsor for the Hudson Tunnel Project.

Today we marked the most significant milestone yet for the Hudson Tunnel Project. With an historic $12 billion in federal funding secured, the vital rail link between NY and NJ has reached the point of no return. This is a massive win for New Yorkers and all Americans. Thank you to all of my colleagues on the Gateway Development Commission (GDC) for putting in the enormous effort necessary to turn big ideas into reality.

Today we reached the point of no turning back for the Hudson Tunnel Project. Signing the Full Funding Grant Agreement (FFGA) and executing the low-interest RRIF loans for the HTP locked in the final pieces of the historic $12 billion federal commitment to this project. Together with the $4 billion local contribution, we now have the entire $16 billion needed to complete this project. This is a historic achievement that moves us one step closer to ensuring a reliable, modern rail commute for millions of commuters up and down the Northeast Corridor. With full funding secured, we can now begin heavy construction and tunnel boring. By the end of the year, we will have more than $5 billion in contracts awarded, construction will be under way on both sides of the Hudson River, and our first Tunnel Boring Machine will be in production. We would not be here without the steadfast support of many partners in Washington, New York, and New Jersey. Thank you President Biden, Secretary Buttigieg, Majority Leader Schumer, Governor Phil Murphy, Governor Kathy Hochul, the members of the Build Gateway Now Coalition, and the many other partners who have worked with us to reach this milestone.

When Megan Strickland joined GDC as Deputy Chief Program Officer two years ago, the organization was so new that it didn’t even have a bank account. Today, the Hudson Tunnel Project is close to signing a full funding grant agreement that will finalize $12 billion in federal funding – the greatest federal investment in a mass transit project in modern history. Megan has been called both the heart and the brains that made this moment possible. She played a critical role in growing GDC into an organization that has what it takes to deliver the largest and most urgent infrastructure project in America. As Megan embarks on her next professional chapter, please join us in thanking her for her lasting impact on the Hudson Tunnel Project.

Today, FTA Regional Administrator Mike Culotta signed a U.S. Department of Transportation RAISE grant document with Gateway Development Commission (GDC) that unlocks $25 million for a new bridge in New Jersey, a major step toward advancing plans to build a new rail tunnel under the Hudson River. The federal grant selection, announced last year, supports construction of a new Tonnelle Avenue bridge in North Bergen to take drivers over a railroad right-of-way that will be part of a future Hudson River Tunnel. The bridge will improve safety for pedestrians and reduce congestion and greenhouse gas emissions by reducing idling, while the future tunnel will better meet the needs of Amtrak and NJ TRANSIT riders and build resilience in one of the most significant transportation infrastructure projects to be undertaken in the U.S.

The Hudson Tunnel Project is in the "Goldilocks zone," says GDC CEO Kris Kolluri. "We’ll never see a moment like this ever again. It’s up to us to capitalize on it and build a project that will last the next 100 years." Shovels are already in the ground, and this summer the HTP will have a full-funding grant agreement for the largest ever federal investment in mass transit. We’re on the verge of locking in the largest ever federal funding commitment to a mass transit project. This will bring the Hudson Tunnel Project to the point of no turning back. Our CEO spoke to Bloomberg News about where this critical project stands, and what comes next after we lock in the final component of federal funding this summer. https://lnkd.in/e-58XUDf
