  • We welcome another exciting new hire this week! Jiecheng "Jeff" Zhao joins the Elevate Energy Consulting team as a Senior Engineer in our Power System Modeling and Studies team. Jeff will be responsible for transmission planning, generator interconnection, and protection analyses across a range of software platforms as well as supporting NERC regulatory compliance, modeling, and other studies work. Jeff has past consulting experience related to renewable generation development, siting analysis, and market analysis across multiple markets. He also worked at a large utility in Transmission Planning and System Protection on protection system analysis, capital infrastructure projects, DER integration, a BESS pilot study, NERC compliance, and transmission network upgrades.   • We are excited to announce that Goodarz Ghanavati, PhD has joined the Elevate Energy Consulting team as a Principal Engineer in our Power System Modeling and Studies team. Goodarz will be responsible for conducting a wide array of power system studies involving steady-state powerflow, contingency analysis, short circuit, stability, and electromagnetic transient (#EMT) analysis. Goodarz has extensive experience in these areas. He led one of the first large-scale EMT studies in New England to assess the impact of distributed energy resources (#DERs) on the stability of the New England power system. He also studied and performed control tuning of the state-of-the-art Cape Cod grid forming (#GFM) BESS, which is among the first GFM projects deployed in North America. He also studied the impact of fast trip settings of legacy DERs on the reliability of the New England transmission system. Goodarz brings a tremendous amount of automation experience in multiple power system software packages, which will help #elevate our capabilities. Welcome, Goodarz!   • ❗PSCAD and PSS/E MODELING❗ ERCOT Market Notice "Notice of ERCOT Reliability Monitor Report to Public Utility Commission" #ERCOT Reliability Monitor (ERM) issued a market notice this week stating that it intends to file a report with the Enforcement Division of the Public Utility Commission of Texas regarding delinquent Market Participants with respect to their #PSCAD (electromagnetic transient (#EMT)) model benchmarking against actual hardware testing and providing parameter verification documentation confirming model settings match actual settings implemented in the field. #ERCOT PGRR085 added requirements for certain entities to provide reports of model benchmarking and parameter verification. The revisions included specific details, timelines. applicability, expectations of model accuracy and quality test reports, and plant verification reports. NOTES: ⚠ "The ERM determined ERCOT has 394 commissioned Resource sites that are required to provide the model data pursuant to Planning Guide Section 5.5(5)(b) or a PVR pursuant to Planning Guide Section 5.5(5)(c). Of those sites, as of today, 280 timely submitted the required data. ERCOT rejected some submittals as deficient and returned them to Market Participants. Many Resource Entities that made deficient submittals have not followed up with corrected information as required." ⚠ "The ERM will file a report with the Enforcement Division of the Public Utility Commission of Texas regarding the delinquent Market Participants."   • Farhad Yahyaie presented to the ESIG (Energy Systems Integration Group) Benefits of GFM Task Force today regarding latest updates regarding testing multiple original equipment manufacturer (OEM) models against the #NERC Grid Forming (GFM) Functional Specification and Test Procedures. Farhad also laid out next steps and plans to test the interoperability and stability of the models when electrically tied close together with a microcosm system. The goal of this test is to show that the OEM-provided models of actual product can stably and reliably work together to hold the system stable under a wide range of grid scenarios (changing short-circuit ratio, loads levels, fault conditions, etc.) We are also working collaboratively with the OEMs regarding any issues we may identify in an effort to improve reliable performance of future GFM and IBR technology and models moving forward. The ESIG Task Force meeting also featured a very informative presentation by Xiaoyao Zhou, National Grid ESO, who presented GFM developments in Great Britain including the GFM specification GC0137, Stability Pathfinder work, market design considerations, and further developments of GFM including GFM resources that will be commissioned in the coming months.

  • Federal Energy Regulatory Commission approved the revised North American Electric Reliability Corporation (NERC) Rules of Procedure (ROP) revisions related to the registration of bulk power system (BPS)-connected inverter-based resources (#IBR) that will become subject to NERC Reliability Standards applicable to generator owners and operators in May 2026. The NERC ROP revisions are intended to ensure that NERC can identify owners and operators of IBRs as candidates for registration under the new "Category 2 GO/GOPs." 💡 The new registration criteria applies to entities that own or operate IBRs with an aggregate nameplate capacity of >= 20MVA and connected to a common point of connection at a voltage >= 60kV.   • Ryan Quint presented to Florida Reliability Coordinating Council (FRCC) members yesterday at their 2024 Battery Energy Storage System (#BESS) Workshop and gave a brief tutorial about grid forming (#GFM) technology and how it is particularly applicable for BESS to provide grid-stabilizing attributes. He also provided a brief tutorial on how grid planners can apply the NERC GFM Functional Specifications and Test Procedures in their study procedures to verify that the interconnection BESS model meets the necessary performance requirements. System reliability studies can help answer the questions that often come up by industry stakeholders: How much GFM BESS do I need? Where should it be placed on the system? When should I start deploying it? How do I study it? The formative years of a young engineer's career are so impactful, and I was incredibly lucky to have a "best in class" lineup of mentors raise me as a young leader.
