About us
The Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) oversees the DoD SBIR/STTR Programs. These competitive programs are Congressionally authorized set-asides established to encourage domestic small businesses to engage in research and development with the potential for commercialization. The SBIR/STTR programs support scientific excellence and technological innovation through the investment of Federal research funds in critical American priorities to build a strong national economy and accelerate capabilities to the warfighter. OUSD(R&E) provides the Office of the Secretary of Defense (OSD) a single point of contact for Congress, the Small Business Administration (SBA), Government Accountability Office (GAO), and the interagency SBIR/STTR community. DoD SBIR/STTR programs includes participation from 13 DoD Services and Components, with a combined annual budget of nearly $2 billion. Great opportunity#
The Defense Department currently relies on chemical products obtained from petroleum, or petrochemicals, as the source of carbon-containing molecules required for virtually every aspect of DoD operations including food, pharmaceuticals, textiles, and more. Petrochemical manufacturing increasingly depends on vulnerable foreign #supplychains, and current manufacturing practices cannot readily pivot to make different products, limiting the ability to adapt to market changes or DoD needs. To address these challenges, DARPA’s Switch program aims to develop reprogrammable systems with unprecedented stability that will provide supply chain resilience and a pathway to continuous #biomanufacturing. https://ow.ly/M9s350SyioB

R&E leaders recently attended TechConnect World Innovation Conference and Expo, where leaders participated in various events aimed at sharing information and creating benefits for the nation's defense strategy. The focus was on fostering collaboration and communication to support research and development that ultimately drives the growth of cutting-edge technology. Of note were two standout events at the SBIR/STTR Spring Innovation Conference, one of the co-located events at the expo, including a panel Matthew Williams, director of OSD Transitions SBIR/STTR Technology (OTST) Program, moderated on SBIR/STTR Phase III, and an expert panel Dr. Jagadeesh Pamulapati, Deputy Assistant Secretary of Defense for Science and Technology Foundations moderated on DOD Critical Technologies and SBIR. Key Takeaways: - It's essential to incorporate data rights into all contracts. Safeguarding these rights fall on the government, and it's the responsibility of individuals to assert them. - All Phase IIIs across the government operate similarly. The Department of Defense (DoD) collaborates with services and components to enhance knowledge and skills related to Phase III awards. The Defense SBIR/STTR Program Office is focused on educating officers on Phase III contracting awards. - Offshore manufacturing poses a major challenge, and transitioning from lab prototyping to company-level implementation must be considered. - Looking ahead, we will require low-cost, scalable technology and infrastructure to support investment in small companies focused on emerging technologies, enabling future innovation through commercial partnerships. - Industry days serve as valuable platforms for connecting the public and private sectors, fostering broader capabilities in business and technologies. - Quantum science and technologies are key to the future of our defense system. However, for seamless integration, there needs to be more collaboration alongside other critical technology areas.
