About us
Citizens' Housing and Planning Association (CHAPA) is the non-profit umbrella organization for affordable housing and community development activities throughout Massachusetts. Established in 1967, CHAPA is the only statewide group which represents all interests in the housing and community development field, including non-profit and for-profit developers, municipal officials, local housing providers and advocates, tenants, homeowners, lenders, consultants, property managers, architects, and others. CHAPA's mission is to encourage the production and preservation of housing that is affordable to low-income families and individuals. CHAPA pursues its goals through: advocacy with local, state, and federal officials; research on affordable housing issues; education and training for organizations and individuals; and coalition- and consensus-building among broad interests in the field.

Together, we are urging Conference Committee members on the Affordable Homes Act to include the creation of a Senior Housing Commission in the final version of the legislation. We have a unique opportunity to carve a path forward to ensure the creation of affordable, adaptive, and service-enriched housing options for all seniors in Massachusetts. Right now is the perfect time to remind local and state leaders where you stand on the issues and why progress is important to you. Due to differences in the House and Senate versions of the #AffordableHomesAct, a Conference Committee has been appointed to work through the two versions and produce one final version for the House and Senate to vote on before it goes to the Governor’s desk. Email the Conference Committee and let them know your priorities: adopting the $250 million authorization of the Momentum Fund, the $10 million authorization for the Small Properties Acquisition Fund, and the homeownership production tax credit. As we explain in the Greater Boston Housing Report Card https://buff.ly/46d1lsq, the racial distribution of home purchases in the region closely mirrors existing patterns of residential segregation. In addition, the share of home loans going to Black or Latino families in local municipalities in 2022 is remarkably similar to estimates from 2020. Three towns are outliers where black and Latino homeownership rates are high: over 70 percent of first-lien home purchase loans in Lawrence went to Black or Latino homebuyers in 2022, 56 percent in Brockton, and 48 percent in Randolph. In much of suburban Greater Boston, however, fewer than 5 percent of home loans went to Black or Latino borrowers. Who owns their home also varies greatly by race and ethnicity, with Black and Latino families far more likely to rent than own. To learn more, check out the report card.
