About us

Established in 1966, the California Police Chiefs Association represents municipal police chiefs and their agencies in California. Association members provide public safety for more than 26 million Californians. Serving as the voice of and resource of choice for California’s municipal police chiefs, the association’s objectives are to promote and advance the science and art of police administration and crime prevention; to develop and disseminate professional administrative practices and to promote their use in the police profession; to foster police cooperation and the exchange of information and experience throughout the state; to bring about recruitment and training of qualified persons in the police profession; and to encourage the adherence of all police officers to high professional standards of conduct in strict compliance with the Law Enforcement Officer’s Code of Ethics. Cal Chiefs advocates for sound policy on public safety issues at the state capitol and has an active government relations program. In addition to its committees that focus on emerging issues and provide resources and sample policies to its members, Cal Chiefs provides professional development and training to police chiefs and seconds in command throughout the state.

  • Yesterday members of the CPCA Technology Committee enjoyed an exciting in person meeting in Los Angeles. First, they visited LAPD's Elysian Park academy and had the opportunity to participate in training scenarios using their virtual reality training system — even staff got to join in the fun! The interactive experience truly showcased the value of this cutting edge technology, and we are so appreciative of LAPD for hosting us. The committee also got to attend a private tour of the Dodger stadium, including an inside look at their command center and the opportunity to learn more about security operations at this iconic stadium. Thank you to all who helped organize this experience!

  • And that's a wrap! Last week we held our Annual Training Symposium (ATS) in beautiful Palm Springs. It was wonderful seeing so many of our members, and great to see many new faces as well. Some highlights from this year's ATS included a unique and inspiring performance from Modern Warrior LIVE, more than 15 educational workshops, and the installation of our 2024 Executive Board, including Chief Tracy Avelar, who is the second female President in our Association's history. We also had the honor of presenting Chief Paul LeBaron with the Joe Molloy Memorial Award, and Retired Chief Thomas Chaplin with the Allen W. Sill Founders Award. Thank you to our partners, exhibitors, speakers, ATS Committee Members, and most of all to our members and attendees for making this event a success. YOU are the reason for everything we do. We hope to see you next year in Riverside!

  • At our recent board meeting this week in Palm Springs, we had the opportunity to recognize a few of our outgoing board members. We would like to extend our heartfelt thanks for their dedicated service and invaluable contributions to the CPCA Board of Directors. Thank you Chief Neil H. Gang, Retired Chief Chris Catren, Chief Cathy Madalone and Chief Dave Nisleit. We would also like to congratulate Chief David Swing on his retirement, though we are fortunate enough to have him remain on the board. Your leadership and vision have played a pivotal role in guiding our organization towards success and your commitment to excellence has left an indelible mark on our Association. As you embark on new journeys, please know that your impact will be remembered and we wish you all the best in your future endeavors.

  • The folks who take our Executive Assistants course have a reputation for being a super engaged and fun group — and this week's class in Folsom did not disappoint! Thank you to all the dedicated EAs and professional staff personnel who attended - we love seeing your survey responses roll in, and your Facilitators David Spiller and Kim Monfort are already planning on how they can make next year's courses even more awesome. We hope to see you again soon!

  • Thank you to everyone who attended our 2024 Wellness Summit last week in San Ramon! We were thrilled to have so many of you join us for this important event, which featured 6 unique presentations selected by CPCA's Organizational Wellness and Resiliency Committee. Speaking of the committee, this summit also gave us the great opportunity to publicly recognize our committee chair, Chief Neil H. Gang, as he prepares to retire this year. His impact on the profession, and CPCA's Wellness Summit, cannot be overstated. We wish him the best in this next chapter!

  • Shout out to two of our newest instructors, Joseph Kreins and Adam McGill, who debuted as the new facilitators of CPCA's Police Chief - City Manager course last week in Monterey. This course offers a unique opportunity to strengthen the crucial relationship between police chiefs and city managers, and we are so grateful to both our facilitators, and the attendees who make this course the impactful experience that it is. Here's what our attendees had to say: "Adam and Joe did a fantastic job and really got everyone involved and participating." "Excellent facilitation and stimulating discussion." "Thanks so much to the facilitators, great job, worth every penny."

  • Last week we held our second Recruitment and Retention Summit, where we saw a great turnout of attendees and enjoyed hearing from a wide range of panelists on these pressing issues. Thank you Roseville Police Department for hosting us in your beautiful city, and thank you to all of our panelists and speakers for sharing your time, energy, and knowledge with us all. We say it every time, but it's always true — we could not do it without you! Did you attend this event? If so, we invite you to comment below and share what you gained from this experience!
