Juneteenth marks the date that Federal Troops arrived in Galveston, Texas in 1865 - two and a half years after the Emancipation Proclamation was signed - to take control of the state and ensure that all enslaved people be freed. It is both a celebration and a somber reminder of the persistence of systems of power and oppression. For too long, high-quality behavioral healthcare has been something accessible only to a few.
