When laying off employees, I find it best practice to offer a transitioning program. This can be from basic or more personalized and longer program. It usually starts the day of the lay-off with a counsellor present on site to help the person assimilate the news and offer their services in job search and career counselling. It is a win-win for both the employee (giving tools and accelarating possibility or new employement) and the employer (lowering risk of litigation).

While all these actions should happen before the employee leaves and will thereby not require counseling after they leave, there might still be a few cases where employee asks for help after they have left. In that case too, our responsibility as HR is to guide them with empathy and address their concern related/unrelated to the above mentioned points. For eg. An ex employee asking for a recommendation letter which must be made available to them if they had performed well in the role but laid off due to some other reason.
