How can you ensure IT Operations teams have clear roles and responsibilities?

The way I’ve approached the problem of IT roles & responsibilities is twofold: I begin by having the team draft a mission statement by and for themselves. Give the team some parameters to work with, maybe something like “it must resolve our customer's perception …” or “our systems availability must achieve…”. It’s important the team generate their own mission and as a team – it will cause them to own it and a need to live up to it. Secondly, make sure each person on the team has a clearly written job description (JD) and perhaps even make it public to the company, but at minimum to the rest of the IT operations team. Publishing missions and JDs provides clear roles and responsibilities for IT teams and customers to know.

You do not start with any of that, if you are in charge (e.g.: CIO). First, you meet with IT Customers (Business) and obtain their assessment about IT - aligned/misaligned with Business Strategy, happy/unhappy with IT as a Service, effective/waste. No comment, except that all of these steps are meaningful and effective, if monitored TOGETHER with BUSINESS. If IT "monitors and improves" without such guidance, it will be doomed to self proliferate, create an application/infrastructure ZOO and self destruct becoming a liability to Business.

It is about empathy that an individual contribution can make a significant impact on a day to day, oftentimes 24x7 and requiring on-call support. Roles and responsibilities can be put in writing, defined process, but the individual mindset, diligence and personal concern ensuring IT systems are operational both for the business and its end-users is very important, reflecting on the cascading effect for the peoples lives. Think of fixing a simple access issue, the difference it makes when it is handled in a few mins vs. days (response time), does the life of person asking for the request make it happier or miserable. What more if there is a massive outage and more people are involved (disaster recovery).
