I would develop an intermediary application inform of application program interface API to stand in-between the two systems. In the Api, for http request, i would ensure expected request header and body definitions are set, likewise response header and body definitions as expected by the two systems. That ensures standard and protocol.

Also, for a system built with vb, a custom class library can be created with some methods, classes, interfaces and inheritance to interact with the existing vb language.

Indeed, there are language converters out there that convert one language to another, such as "Visual Basic to C# Converter, even with that, manual intervention is required. However, automated tool to convert one language to another language with different ecosystem has not been proven successful to the best of my knowledge.
