If you want to be budgetarily and financially savvy, don't delegate doing the budget. And do it yourself inclusive of learning the tools favored by the Finance team. Then personally track (your) budget. And deal with the exceptions. Don't delegate it. Do this closely with the Finance team. Most likely someone on that team has the responsibility for tracking your particular program budget. You need to make that person look good. Team play with that person and cultivate a solid working relationship with them After a few programs you can ease back and assign it to someone else in your team and monitor the finances as well as relying on Finance's tracking.
