In my experience, an ECI (Early Contractor Involvement) would highlight any design flaws, and any other potential risks that the contractor might come across during the Construction Phase. This would help to finalise a risk register and would also help to set up a contingency budget/ adjust project programme prior to contract.

Develop a risk matrix analysis table. Understand the details of each aspect of the project, analyse the risk associated with each aspect of work. Constantly evaluate work progress with associated risk

Question why. The options given are all mitigation, how did you get there in the first place. There are lots of reasons why a budget runs away but the first step to deciding mitigation is review what has been done and why. The biggest cause of budget slip is usually to do with the brief, was it not appropriate in the first place or has it moved on without appropriate monitoring.

Think out side the box. Maybe something’s on the job can be refurbished. New is not always the way to go. Things in the past were built to last. New things now days break to easy due to poor craftsmanship. Lower your cost by using the old but new.
