Any of the team member continuously missing deadline shall be closely monitored for his time management and planning of resources. This gives us a idea of his work burden or skills improvement. It shall be ensured at any moment of time that no individual shall be overburden with work and resource levelling is ensured. Sometimes both of the above do not contribute to the delay but client expectation do not match with the skillset of the member then there will be requirement of trainings and self motivation for him/her to embrace continuous learning.

In my experience, one of the most common causes is the lack of resources assuming the team memeber is competent. Even if you have a highly skilled member in your team, not availing the proper resources to that memeber for delivering the task efficiently will hinder the progress and cause missing the deadline.
