We have sometimes used a "thrown ball" method to speak. Every member would only speak if they are holding the ball, and they can pass the ball to anyone else in the group and whoever has the ball HAS to speak. The "referee" can ensure that everyone gets a fair chance at holding the ball. It helps to set a detailed agenda and expectations beforehand (including setting the expectation that everyone is expected to speak) and it also helps to separately talk to get feedback from people who didn't speak to find out what was the reason they weren't able to contribute freely and make changes to the meeting structure based on that conversation.

We can’t solve office politics overnight. And much of showing up creatively can trigger such things. So, encourage anonymity during brainstorming sessions by having a fun container in the middle of the room (personally, I like to ask people to fold up their ideas and pop it in my fishing net) to reduce fear of judgement.
