From my perspective, handling resource conflicts and dependencies in multiple software projects demands a strategic and collaborative approach. It's essential to prioritize effective communication and maintain a comprehensive view of all project requirements. Utilizing tools like JIRA, Trello, and Git is crucial for tracking progress and managing version control. Regular stand-up meetings, clear documentation, and transparent goal-setting align team efforts and expectations. Adopting agile methodologies helps in adapting to changes quickly. A proactive stance in identifying potential conflicts, coupled with a structured process for conflict resolution, is key to ensuring smooth project progression.

In my experience, resource needs should be an essentail part of the project charter that should be aligned with all the relevant stakeholders. The alignment should also be a medium where project priorities are clarified. This step ensures that all stakeholders are well informed on the prioritization of the project, and therefore, resource allocation need for the successful delivery of the project.

If applicable, a centralized PMO can provide oversight & guidance on resource allocation across multiple projects to establish & enforce best practices for resource management. Continuously monitor & implement mechanisms for adjusting resource allocations based on evolving project needs. Resource conflicts & dependencies can be included in the overall project risk management plan followed by developing mitigation strategies for identified risks related to resources. Also, resource leveling techniques & timeline adjustment can be applied to balance workloads across projects for accommodating resource constraints. Projecting scenarios can anticipate potential disruptions, e.g. unexpected resource shortages, & develop proactive strategies.

One time at my role as a Strategic program manager, I encountered a resourcing conflict. One of the first steps I took was to analyse the precise need of the resource and the impact the resource had on the project. I also took note of the utilization of the resources within another project that caused the conflict. Secondly, I assessed if this resource could be 1) replaced or 2) utilized at a later stage or 3) absolutely needed and a blocker for the project. Turned out that it was #2 and I could pause the need for now, and utilize the resource at a later stage. With that information I discussed with the stakeholders the situation and recommended to block the resource for a later time. This approach resolved the conflict.

While the above is the typical “right way” to operate at scale with multiple teams, each with their own (sometimes overlapping, more often competing) priorities - it’s painful (& expensive!), even if the end result is ideal. To get the best return on planning: get a short list of the highest global priorities, put a majority of your planning efforts on them, and be conservative in allocating capacity. Then stop. Don’t waste time estimating things there isn’t capacity for, give the rest to the teams. “Quality of Life” and “Developer Efficiency” initiatives have extremely lagging indicators, and are very often the first things to be kicked out of a plan, but they do pay out in many ways you’ll thank yourself for 6-12 months down the road.
