I will be a contrarian and recommend just the opposite. Start with the data, not the research question. The key is to send the data through a curve fitter with at least 50 different functions. Farazdaghi-Harris is one of my favorites. Rational cool, too. I would also run all polynomials up to the 9th order. Take the top-scoring fits (no data removed!) and reflect on the outliers. This is a great fit... except. Do this for the top 10 model fits. Reflect and try to explain the outliers. Pull again and repeat. You will know when the outliers are intriguing and worth deep exploration. That's when the question presents itself to you.
