A negotiation has to be a win-win conversation. It is important to frame each negotiation with our interlocutor culture. Some are more open to reach a compromise than other. In any case, a positive dialogue is the best approach. In my experience as an ex-procurement buyer, on the few occasions i used to say "that's non-negotiable", it was rarely true. In fact it puts you in a difficult situation, as it locks you into a position before interests have been explored by both sides thus creating an impasse.
