Inspections for licensees VECTO

With Regulation (EU) 2019/1242, the EU introduced CO2 fleet target values for heavy commercial vehicles for the first time. Vehicle-specific CO2 emissions and fuel consumption are determined using the VECTO simulation software. With the help of this software, the fuel consumption and CO2 emissions of the vehicles can be calculated based on various vehicle-specific parameters.

In order to use the VECTO simulation software, it is necessary to apply for a license from an approval authority in accordance with Regulation (EU) 2017/2400. In addition to an initial process evaluation for the application, this also involves regular inspections of the licensees by the KBA in accordance with Annex II of Regulation (EU) 2017/2400.

In accordance with Regulation (EU) 2022/1362, the VECTO simulation software is also used to determine the influence of trailers on the fuel consumption and CO2 emissions of heavy-duty vehicles. Here, corresponding assessments for the granting of licenses and the ongoing use of the simulation software by manufacturers are carried out too.
