The Recycling Directive 2005/64/EC supplements the type approval procedure and supports the implementation of the Circular Economy Act and parts of Directive 2000/53/EC on end-of-life vehicles with regard to compliance with the ban on heavy metals.

Article 6 of Directive 2005/64/EC requires a preliminary assessment of vehicle manufacturers with regard to comprehensible processes and thus calculable decisions when implementing the requirements of the Recycling Directive. The preliminary assessment is a prerequisite for the granting of EC type approvals for complete vehicles of categories M1 and N1. It also serves as a basis for the ongoing monitoring of the vehicle manufacturer for the effective and continuous implementation of the Directive.

The KBA checks whether the manufacturer has taken the necessary precautions and introduced procedures to ensure compliance with the requirements of the Recycling Directive 2005/64/EC.

As a result of a positive preliminary inspection, the manufacturer receives a preliminary inspection confirmation with a validity of two years, which can be extended on request of the manufacturer on the basis of continuous inspections.
