Java appengine Local Dev Server and Account Impersonation

First let me apologize if this is a duplicate question.  I tried to ask about this yesterday but I don't see the post so I am asking again.

It appears to me that the local appengine dev server for Java does not work with ADC impersonated accounts .  Is that correct?
