European Social Charter
The European Social Charter sets out rights and freedoms and establishes a supervisory mechanism guaranteeing their respect by the States Parties.

The rights guaranteed by the Charter, housing, health, education, employment, legal and social protection, free movement of persons, and non-discrimination, concern all individuals in their daily lives.

As a result of the monitoring system, states make changes to their legislation and/or practice in order to bring the situation into line with the Charter. However, much remains to be done in many areas. This photo essay, done in november 2011 examines the problems of finding decent living conditions in Paris for people on low incomes.
