In the couple of Groups that I administer, I find it very easy to quickly go through the photos submitted and just remove those that clearly have no business being in the group.
No explanation, no polite, hand-wringing e-mails, just click on the cross in the top-right hand corner of the non-compliant image and "Poof" gone!
There are quite a few photos recently submitted that have no sign of a tree let alone a reflection of a tree in the photograph, some examples:

I agree with you and will try and tidy up the group when I get chance in the next few days. I actually refuse about 10% of the photos waiting for approval every week but obviously during the 24 hours the pool is open stuff is slipping through that should not do so.

Good luck with the group Alex, you could cut the limit from 2 per week down to 1 temporarily if you're busy?
From running my own "Tuesday" themed Flickr group Telegraph Tuesday I know that the problem is so many people on here simply submit their photo to all 160 groups they happen to be a member of & leave it up to the Admins to remove any that aren't appropriate for their particular group. I have cats, flowers, portraits etc added to Telegraph Tuesday. This is very lazy. I must admit try to be nice & do tend to message people once at least & let them know the error of their ways but lately I don't have time & David has the right idea, if it doesn't fit the criteria for the group click on the X.

Oh & maybe you could update the "overview" to reiterate that any photo with no obvious tree will be removed, this will then show you as the Admin of the group for anyone who hasn't read the discussion thread about Jakes wife's departure.
