The mall is private property and can set its own regulations about whether photography is permitted on its property. You could contact mall management to ask them what their regulation is (if they have one) and let them know what you were told by their own security people.

The other point is that no signs are required (although it might make their life easier if they posted them) if a security guard says you can't take photos as an authorized agent of the property owner that's all the notice they need to give you.

Now what they can do is very limited, they can ask you to stop taking photos and if you refuse they can ask you to leave, if you won't leave and/or won't stop taking pictures they can call the police and charge you with trespassing. They cannot ask to look at your photos or require you to delete anything, and neither can the police.

It's unlikely that there is racism behind this request as it's actually very common for photographers of all sorts to get pestered by security in malls and stores, and there is some logic behind it. Stores, especially high end stores don't like people taking pictures of their storefronts or goods for competitive reasons (people making knockoffs of their products, copying window designs etc.) it sounds silly but that's often the reason behind it.

Not surprised. I was at the Sherway Apple store opening and security prevented photos taken of the store, they even stopped Apple staff from taking photos. I able to sneak a shot in. I've had no problems taking photos at other malls with Apple openings.

There's no law specifically against photographing in a mall but then again as is pointed out above you have to obey security regardless of the malls internal regulations. Eaton centre as a "tourist site seems to be pretty camera friendly but the individual store might react differently.

Phew I just walked into my local mall and took over a dozen shots of a kids event lol, no security even approached me though. (And I wasn't all that invisible considering I had a 70-200mm mounted)
