Central driving test organisation CBR has had to cut short three tests in Enschedé on Thursday because the safety of the instructors and the candidates could not be guaranteed.

The cars were followed and filmed by a former driving instructor with a grudge against the CBR going back for years. The test organisation discriminates against small driving schools, he claims.

He also said his business was deregistered by the CBR because of a personal conflict with director Alexander Pechtold.

The incidents took place on the same day the man had to appear in front of a judge for trespassing on CBR premises in 2022.

Last year, the court told the man to stop his intimidation of CBR instructors or pay a fine of €100,000 for every infringement. However, in October 2023, tests in Enschedé had to be stopped for three days in a row because of the man’s actions, which included following one of the instructors home. He also shares private data of CBR employees online.

The man told the judge he would continue his actions despite the fines “because he was skint anyway”.

CBR director Pechtold commented that “the limit had been reached”. “This has been going on for two and a half years now and it has cost us over a million. We can’t explain this to society”, he told broadcaster NOS.

Pechtold said he wanted to discuss the matter with Enschedé mayor Roelof Bleker to come to a solution.

After the police intervention the three tests were rescheduled for Friday, a CBR spokesman told the broadcaster.
