Woman cries in court as she tells how she was allegedly 'raped at the age of 14 by the former head of Britain's police watchdog'

A woman sobbed yesterday as she told of her 'shame' after the former head of Britain's police watchdog allegedly raped her when she was 14.

Michael Lockwood, ex-director general of the Independent Office for Police Conduct, is accused of abusing two 14-year-old girls 40 years ago.

The Old Bailey heard Lockwood, then a lifeguard, led one of them to the storeroom of a leisure centre, where he allegedly raped her. 

In a video interview shown in court, she fought back tears as she told police: 'I was a virgin... never kissed a boy. When I went into the room... I had no idea what was going to happen.'

The woman, now in her 50s, claims Lockwood, 65, thrust his hand in her underwear before raping her.

She said: 'He was taking advantage of me. He was always in control.' 

Lockwood, then aged around 26, is accused of raping the girl in the storeroom on multiple occasions in the mid-1980s, leading her to fear she may be pregnant.

She told officers: 'I remember what happened and I remember the shame.' 

She said Lockwood was 'aware of my age', and claimed he would give her lifts home in his Ford Capri, but never drop her at her front door as he didn't want her parents to know what he was doing.

Fearing she would get in trouble and others would be 'disgusted', she recalled: 'I thought, I can't tell anyone.'

Earlier, jurors were told that at the time of the alleged rape, Lockwood was dating another victim he previously assaulted.

He is accused of grooming her six years earlier, pulling her into the toilets of the leisure centre near Hull to fondle her breasts. The pair later began a sexual relationship when she was 16, which ended when she discovered that he was engaged.

Lockwood, of Epsom,Surrey, left the IOPC when the allegations surfaced in 2022. He denies three rapes and 14 indecent assaults on two girls between 1979 and 1986. 

He told police he had no memory of the complainant.
