European Dialogue on Internet Governance (EuroDIG)

On 18 June, a panel co-organised by the Data Protection Unit of the Council of Europe at the European Dialogue on Internet Governance (EuroDIG) was dedicated to the European approach on data governance.

The Panel gathered speakers from different sectors: Marija Vujeva, from the Croatian Data Protection Authority; Aurélie Merquiol, from the IRD, a French research institute on sustainable development; and Darius Amilevičius, Chief Data Architect at the Information Society Development Committee as well as Head of AI Research at the University of Vytautas.

The panel addressed the following topics:

  • What are some common European data governance mechanisms and conventions, including Convention 108 and 108+, the GDPR and the Data Governance Act
  • What are common issues faced in the transfer of data internationally? How does it differ between regions?
  • How researchers should be able to access state data to carry out research in order to train AI or other deep learning models in order to keep up with the state of the art
  • Who owns personal data?

The panel agreed on the need for data to be accessible for research, but presented different models to make it happen in their respective fields.

EuroDIG is an open multi-stakeholder platform to exchange views about the internet and how it is governed in Europe. The Council of Europe is a long-standing partner of the yearly event.
