I, Tami Nuxall, am writing this petition to address a deeply concerning incident of police misconduct that occurred in our community. On August 14th, Officer Jacob Curtis wrongfully aimed and held a loaded firearm at me and three terrified young children during an illegal traffic stop, claiming my vehicle ran a stop sign where no stop sign even exists. For reasons unknown to any of us, the driver left the scene before the Officer was out of his vehicle, and Officer Curtis aimed a loaded gun at the children and myself. Despite immediately raising our arms and clearing posing no threat, Officer Curtis refused to lower his weapon and instead used it as a tool for interrogation.
Since that day, I have learned that Chief Kevin McQuead’s wife, Lacey McQuead, is the Head Administrator of City Hall, where all complaints about EPD are processed. Even more disturbing, I was told by the police committee that my complaint was the first complaint that they had seen all year. I turned in my complaint in September.
Furthermore, our newly appointed Sheriff, Ryan Moody, also works along side his wife, Susan Moody, the Captain/Director of Dispatch and the sole person in charge of all the records for the Sheriff’s Office.
But wait, there's more.
George Kohlepp is titled as the Senior Officer at Enterprise Police Department. His wife, MorningStar Kohlepp is the Budget Officer for the City of Enterprise.
So Lacey and MorningStar are writing the police budgets, and Susan and Lacey are in control of the records.
It is clear that immediate action must be taken to address these issues within our local law enforcement agency. It's undeniable we need over oversight, and incidents like mine, and the countless others related to me by community members since going public with my story, to be ignored and unaddressed any longer. Therefore, I urge you all to support this petition calling for immediate policy change requiring all law enforcement in Wallowa County, including the Sheriff’s Office and Enterprise Police Department, to be required to use body and dash cams at ALL TIMES, as well as the implementation of a Citizen Review Board for all local law enforcement.

Reduced Complaints: Studies have shown that the presence of body cams and dash cams correlates with a decrease in citizen complaints against police officers, as the footage often corroborates officers’ accounts and discourages frivolous complaints. 7. A Citizen Review Board, also referred to as a Police Oversight Committee, would serve as an independent body comprised of community members who are not affiliated with law enforcement agencies. Their primary objective would be to investigate complaints against police officers thoroughly and impartially while ensuring transparency throughout the process.By establishing such a board in Wallowa County, Oregon, we can achieve several crucial goals:1) Accountability: The Citizen Review Board will hold officers accountable for their actions by conducting fair investigations into allegations of misconduct or corruption.2) Transparency: The board will ensure transparency by providing regular updates to the community regarding ongoing investigations and their outcomes.3) Community Trust: By involving community members in the review process, we can rebuild trust between law enforcement and our citizens, fostering a safer and more harmonious environment for all.It is crucial that we take immediate action to address these issues within our local police department, before there are any more serious consequences.
